Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for a non-personal services contract to provide a comprehensive support system for the annual Junior Reserve Officers' Training Corps (JROTC) Leadership Challenge (JCLC) Eagle event.

• Event Support: Provide all personnel, equipment, supplies, facilities, transportation, meals, supervision, and lodging for 300 Cadets and 50 Cadre.

• Services: Includes furnishing facilities, furniture, equipment, supplies, management, supervision, and labor.

• Location: All services must be co-located.

• Period of Performance: June 14-20, 2026.

• Quality Control: Contractor must have an existing quality assurance system and inform the COR of issues within 24 hours.

• Performance Evaluation: Government will evaluate performance based on a Quality Assurance Surveillance Plan (QASP).

• Operating Hours: Contractor must maintain an adequate workforce for uninterrupted performance between 5:00 a.m. and 9:00 p.m., Monday through Sunday.

• Serviceability: All training equipment must be serviceable and safe.

• Meals: Served hot, replenished within 5 minutes of running out, nutritionally balanced, and follow USDA guidelines. Vegetarian options required. Dining facility must be clean.

• Lodging: Barracks rooms for 3-5 persons, gender-separated, with working AC, latrines, and beds. Separate facilities for Cadre. Separate restrooms and showers for males and females with privacy dividers.

• Training Facilities: Provide classrooms, lodging, cafeteria, storage rooms, and an indoor swimming pool (25m x 1.35m) with a lifeguard.

• Activities: Support for high ropes activities, STEM activities, and practical exercises.

• Period: June 14-20, 2026.

• Place: Maximum travel allowable is 50 miles from 600 Edmund Street, Bedford, VA 24523.

• Contract Type: Firm-Fixed Price.

• Security: Contractor responsible for government equipment, information, and property. Physical security of facilities required.

• Personnel: Contractor employees must identify themselves as non-government personnel.

• Holidays: Contractor must be prepared to work on recognized holidays.

• Point of Contact: A contract manager and alternate must be designated.

• Taxes: Government will provide tax exemption forms.

• Applicable Publications: Adherence to CDC COVID-19 guidance, US Army Technical Bulletin Medical 531, and OSHA safety awareness is required.

This is a Sources Sought Notice for the U.S. Government to procure meals, lodging, and facility usage for cadets and cadre participating in Junior Cadet Leadership Challenge (JCLC) Eagle 2026. The government is seeking information to determine if a small business set-aside is appropriate. This notice is for information and planning purposes only and does not constitute a Request for Quote (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP).

The anticipated NAICS code is 721214 – Recreational and Vacation Camps (except Campgrounds). The size standard for this NAICS code is $9M. A draft Performance Work Statement (PWS) is attached.

This notice is specifically seeking information from small businesses to support a potential small business set-aside. All socioeconomic categories of small businesses are encouraged to respond. Limitations on subcontracting and nonmanufacturer rule may apply depending on the set-aside type and contract value.

Respondents are requested to provide specific information including firm details, interest in prime contracting, previous experience, commercial availability information, suggestions for structuring requirements to facilitate competition, identification of any restrictive actions, and recommendations for improving the approach/specifications/draft PWS/PRS.
