Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal services for the Phoenix Union High School (PXU) JROTC Cadet Leadership Challenge (JCLC) from May 24-28, 2026. The goal is to support JROTC instructors and chaperones in providing a leadership development experience for cadets.

• Provide facilities, lodging, logistical support, meals, training areas, and training activities for approximately 104 cadets and 28 cadre from 10 high schools.

• Support includes billeting, food services, specialized facilities, and activities.

• Contractor personnel will interact with JROTC instructors and chaperones, not directly with cadets.

• Meals must be nutritious, hot, filling, and served at appropriate temperatures according to AZ state food service standards (100% compliance).

• Lodging accommodations must meet specified standards, including bunks, mattresses, and electrical outlets (100% compliance).

• Shower, sink, toilet/bath house facilities must be available for both male and female cadets (100% compliance).

• Contractor must maintain an adequate workforce for uninterrupted performance.

Non-smoking sleeping facilities with no more than 8-10 cadets per bunkhouse. Electrical outlets for charging devices and radios.

• Meals: Provide meals for an advance party (18 individuals) on May 24, 2026, and for the main body (132 individuals) from May 25-28, 2026. MREs will be provided for cadets May 26-28. • Training Facilities: Outdoor group area (soccer field infrastructure), "low ropes" venues, and an Archery Range with at least five lanes. All necessary equipment must be provided.

• Medical: Government will provide a trained medic and qualified medical staff.

• Vehicles: Three electric golf carts for transportation within the camp.

• Clothing: Contractor personnel must wear clean clothing without offensive statements.

• Utility Conservation: Contractor must instruct employees in conservation practices.

• Taxes: Government is exempt from sales taxes.

• Security: Contractor must provide security to ensure a safe and crime-free environment.
