Statement of Work (SOW) / Performance Work Statement (PWS)

To provide facilities, lodging, logistical support, meals, training areas, and training activities for the 8th Brigade Army JROTC Annual Cadet Leadership Challenge (JCLC) for the 2025-2026 School Year.

• Provide facilities, lodging, and logistical support for 60 Cadets and 12 Cadre/chaperons.

• Furnish 9 meals per person, including vegetarian options, with specified side dishes, beverages, and serving equipment.

• Offer training areas and activities such as rappelling, rock climbing, zip-line, COPE, air rifle range, archery, hikes, and team-building exercises.

• Provide a Leadership Development Program (LDP) focusing on leadership skills, academic awareness, character development, and physical fitness.

• Ensure all training equipment is serviceable and safe.

• Maintain separate lodging and hygiene facilities for male and female participants and cadre.

• Facilities and infrastructure must be maintained and functional.

• Billeting facilities must be habitable.

• Meals must be served on time (95% of the time) and fit for consumption.

• Personnel providing training must be properly trained.

• Training equipment must be serviceable, safe, and functional (96% of the time).

• Safety and well-being of cadets must be assured.

• Period of Performance: 11-14 June 2026.

• Place of Performance: Contractor's facility, located within 25 miles of Ganesha High School, Pomona, CA 91768.

• Contractor must have knowledge of safety awareness (OSHA) and comply with Federal and State safety regulations.

• No Government Property (GP) will be provided.

• Contractor must provide background checks for personnel.

• Contractor must submit final invoice via SAM.GOV website.
