Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing non-personal services to support the Junior Cadet Leadership Challenge (JCLC) Resica, conducted by the United States Cadet Command.

• Provide meals, lodging, and training support for approximately 120 cadets and 30 cadre.

• Offer a range of activities including rappelling, climbing, confidence building course, obstacle course, land navigation, aquatics training, archery, and Science, Technology, Engineering, and Mathematics (STEM) activities.

• Furnish all necessary personnel, equipment, supplies, facilities, transportation, tools, and materials for these services.

• Ensure meal preparation, serving, and cleanup, including providing serving lines, chafing dishes, and maintaining food temperature.

• Provide lodging accommodations, including tents, tent floors, cots, and sleeping bags for all participants.

• Offer separate housing and latrine facilities for male and female cadets and cadre.

• Provide specific facilities for classrooms, command and control, medical aid (with an EMT available 24/7), rappelling/climbing (including a tower, climbing wall, ropes, nets, safety equipment), an obstacle course, land navigation area, large group presentation area, archery range, and STEM activities.

• Include access to an outdoor swimming pool for aquatic training with lifeguards.

• Provide an indoor facility for inclement weather activities.

• Facilities must be free of dirt and grime, with all furniture in working condition and safe for use (Rated no less than 95%).

• All meals must be delivered hot, following USDA dietary guidelines, and set up 30 minutes prior to serving (Rated no less than 95%).

• Food must be ready 15 minutes before prescribed times (Rated no less than 95%).

• Training facilities and instructors must be provided (Rated no less than 95%).

• Base Year: June 1, 2026 - May 30, 2027

• Option Year 1: June 1, 2027 - May 30, 2028

• Option Year 2: June 1, 2028 - May 30, 2029

• Contractor personnel must wear clean, non-offensive clothing.

• Food handling employees must meet board of health standards and have OSHA knowledge.

• Contractor employees must identify themselves as such when interacting with the public.

• A firm fixed price contract will be awarded.

• Contractor personnel are not required to have security clearances.

• The contractor must develop and maintain a quality control program.

• The government will evaluate performance based on a Quality Assurance Surveillance Plan.

• Specific meal times and sample menus are provided.

• Vegetarian meal accommodations are required for approximately 5-8 people per meal.

• Contractor shall provide bagged lunches for Friday, June 19, 2026.

• Applicable publications and regulations must be followed, including those related to safety, sanitation, rappelling, and climbing.
