Justification & Evaluation
This acquisition was conducted on a sole source basis with JDCI Enterprises, Inc. due to the USCG not possessing the necessary technical data rights to support a competitive solicitation for non-OEM parts. JDCI Enterprises, Inc. declined to provide data rights for future competition. Market research was conducted from January 2025 to May 2025, including a Sources Sought Notice, which only received a direct response from the OEM. The Contracting Officer will determine the fair and reasonable price based on an Independent Government Estimate (IGE), historical data, and market research.
