Quick Summary
The U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), is soliciting proposals for the Design-Build and installation of two Jet A fuel storage tank systems at Moore Air Base in Edinburg, Texas. This project is critical for supporting New World Screwworm (NWS) sterile fly dispersal operations and future MexFly missions, as the existing fuel infrastructure is incompatible with new aircraft. This is a Total Small Business Set-Aside with an estimated magnitude between $250,000 and $500,000. Quotes are due June 12, 2026, at noon CT.
Scope of Work
The requirement is for Design-Build services to construct two new 30,000-gallon Aboveground Storage Tanks (ASTs) for Jet A fuel. The scope includes furnishing all labor, materials, equipment, and services for the complete design and construction of the tanks and associated systems. Key components include foundations, anchoring, manway access, vents, flame arrestors, overfill protection, spill containment, level measurement, bonding connections, water drains, sample ports, pumping and fuel delivery systems, filtration, metering, and all necessary electrical components. All design and construction must comply with federal, state, and local regulations, manufacturer specifications, OSHA, NFPA, ACI 318, ASCE 7, and EPA SPCC regulations. The work must be coordinated to minimize disruption to flight operations.
