This is a combined synopsis/solicitation for washing, maintenance, and corrosion prevention services for F-16 and F-35 aircraft, as well as washing of Aircraft Ground Equipment (AGE) at Misawa Air Base, Japan. This document serves as the sole solicitation, and a separate written solicitation will not be issued.

• Evaluation will be based on Past Performance and Price.

• Past performance information should include contracts performed within the last three years.

• The government may access CPARS for past performance information if not provided by the vendor.

• Offers will be evaluated by adding a factor of 10 percent to the price of all offers, except for HUBZone small business concerns that have not waived the preference and other successful small business offers.

• This acquisition is set aside as UNRESTRICTED.

• The "Not-to-Exceed (NTE)" amounts are subject to adjustment based on actual quantities used.

• The government is not committed to place service calls up to the NTE amount.

• Inspection and Acceptance will be at the Destination.

• Payment will be made by electronic funds transfer via Wide Area WorkFlow (WAWF).

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance-Based Work Statement (PWS) outlines the requirements for Aircraft and Aerospace Ground Equipment (AGE) Corrosion Prevention Cleaning at Misawa Air Base, Japan.

• The contractor shall provide all management, tools, equipment, and labor, excluding government-furnished materials, to perform cleaning services.

• Services include cleaning of F-16 (C/D models) and F-35 (CTOL) aircraft, as well as Aerospace Ground Equipment (AGE).

• Cleaning involves removing contaminants such as soil residue, soap, and fingerprints, and includes exterior canopy rinsing, cleaning, polishing, and aircraft lubrication for F-16s, and rinsing, cleaning, and polishing for F-35s and AGE.

• Support equipment, including external fuel tanks and Alternate Mission Equipment (AME) pylons, will also be cleaned.

• Aircraft exteriors must be free of all dirt, grease, grime, and standing water or soap residue.

• No soap and water shall be allowed to dry on the aircraft, causing a film.

• The contractor must adhere to specific Technical Orders (T.O.) for aircraft and AGE washing and cleaning procedures.

• Performance objectives for washing, pre-wash, and post-wash are listed with a threshold of "No deviations and 0 (zero) defects."

• Accountability of equipment must be 100%.

• Services are to be performed at Misawa Air Base, Japan.

• Normal working hours are Monday through Friday, 0730 to 2200 hours, excluding Japanese holidays. The government may request weekend washes.

• The contractor must provide all necessary cleaning compounds and Personal Protective Equipment (PPE).

• Specific PPE requirements include hearing protection, rubber boots, rubber gloves, waterproof clothing, face shield, and reflective belt/vest.

• Government will provide utilities (water and electricity) and emergency services (Security Police, Fire Protection, Hospital Emergency).

• Contractor employees will require base passes and must adhere to security requirements, including Random Antiterrorism Measures (RAMs) and reporting suspicious activity.

• Hazardous materials used must be handled and stored according to local laws and manufacturer specifications, with Safety Data Sheets (SDS) provided for review.
