JOB ORDER CONTRACT - Construction, Region C (DE, MD, VA, WV)

Sources Sought Notice

This notice is issued by the U.S. Army Contracting Command – New Jersey (ACC-NJ) to conduct market research for a Job Order Contract (JOC) for facilities construction, maintenance, and repair in Region C (DE, MD, VA, WV). The goal is to identify potential sources with the interest and capabilities to support the 99th Readiness Division (RD).

• Facilities construction, maintenance, and repair services.

• Provision of labor, supervision, property maintenance, and repairs of reserve facilities.

• The anticipated period of performance is five (5), 12-month Ordering Periods.

• Estimated price range: More than $10,000,000.

• The contract type is anticipated to be a Job Order Contract (JOC).

• The NAICS code is 236220, “Commercial and Institutional Building Construction,” with a Small Business Size Standard of $45M.

• The Product Service Code (PSC) is Z1AA, “Maintenance of Office Buildings.”

• This is a sources sought notice for market research purposes only and is NOT a solicitation or RFP.

• Responses are voluntary and will not be returned.

• No funds are available to pay for response preparation.

• Telephone inquiries will not be accepted.

• The requirement is anticipated to be set aside 100% for small businesses in the 8(a) program, on a competitive basis.

• Submission deadline: 3:00 PM EST on March 03, 2026.

• Include Notice ID in the subject line of the email and on all enclosed documents.

• Do not submit classified material.

• Required information includes:

  • Company Information (Name, Address, POC, CAGE Code, UEI, Ownership Type, SBA POC)
  • Tailored capability statement (max 10 pages, font size 10+, demonstrating organizational and staff capability, including subcontracting/teaming plans).
  • List of previous similar contracts or JOC experience.
  • SBA 8(a) Program Certification(s) and expiration date.
  • Verification of bonding capability, manpower capabilities for multiple projects, and capability/availability to use R.S. Means.

• If an RFP is posted, it will be available on the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module and SAM.gov.

• Offerors will be required to be registered in SAM at the time of offer submission.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for construction efforts within the US Army Reserves 99th Readiness Division Area of Responsibility, encompassing Delaware, Maryland, Virginia, and West Virginia.

• The contract covers real property maintenance, repair, alteration, and new construction projects awarded as individual task orders.

• The contractor will furnish all materials, labor, equipment, and strategic planning.

• Work must be conducted in strict accordance with the contract and all applicable Federal, State, and local laws, regulations, codes, or directives.

• The contractor is responsible for project management, quality control, and administrative tasks.

• A 7-hour response time is required for immediate issues within the Region C district.

• Contractor Quality Control (QC) plan is required, including preparatory, initial, and follow-up inspections.

• Safety requirements based on OSHA, EM 385-1-1, and AR 385-40 must be followed.

• Environmental protection measures and waste disposal in accordance with federal, state, and local laws are mandatory.

• The contract covers construction efforts within Delaware, Maryland, Virginia, and West Virginia.

• Pricing will be based on the RSMeans Cost Data Unit Price Book (UPB).

• Non-pre-priced (NPP) items are allowed but must not exceed 10% of the total task order cost.

• Contractor must provide a Quality Control Plan (CDRL A001) and a Safety Plan (CDRL A002).

• Security requirements for access to installations and sensitive areas must be met.

• Government-furnished utilities (water and electricity) are provided, but contractor is responsible for connections and maintenance.

• Specific procedures for pre-ordering, ordering, work execution, and project close-out are detailed.
