• Specific services include asbestos and lead-based paint abatement, general construction, bridge and culvert repair, carpentry, concrete and masonry, demolition, site cleanup, doors and windows, drywall, electrical, electronic systems, HVAC, mechanical systems, plumbing, road repair, roofing, sheet metal, steam fitting, storm water collection, thermal and moisture protection, welding, fire suppression, communications/IT, and mold remediation.

• The contract is a Firm Fixed Price (FFP) Indefinite Delivery-Indefinite Quantity (IDIQ) contract.

• The micro-purchase threshold (MPT) is $2,000.00.

• Fort Bliss, Texas, including all training ranges.

• Contractor is responsible for providing all personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision.

• Security training will be identified on each Task Order (TO) and is the Contractor's responsibility to train personnel at their own expense.

• The JOC shall not be used to purchase A-E services, fuels, utilities (except for incidental work to point of connection), construction or administrative equipment, furnishings, or construction materials only.

• Contractor must use RSMeans/e-Gordian software for cost estimating.

• As-built drawings are required in specific formats (CADD-MicroStation, PDF, mylar printout).

• Contractor must comply with current OPORDS, codes, and standards.

• Work hours are typically 0700-1600, excluding Federal Holidays, with coordination required for work outside these hours.

• Contractor is responsible for physical security of Government equipment and property.

This notice is issued solely for information and planning purposes to gauge industry interest in a Firm-Fixed-Price (FFP), single award, Indefinite Delivery Indefinite Quantity (IDIQ) Job Order Contract (JOC) at Fort Bliss, Texas. The government is considering a small business set-aside if at least two qualified small businesses respond with sufficient information. This notice does not constitute a Request for Quote (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP), nor does it commit the government to any contract.

The anticipated requirement is for a new construction Job Order Contract (JOC) service to support the Directorate of Public Works (DPW) at Fort Bliss, Texas. The objective is to manage and operate all facilities, infrastructure, and natural/cultural resources to support Army readiness. This will be achieved through Task Orders (TOs) issued under the contract.

• Anticipated Product Service Code (PSC): Z2JZ Repair or Alteration of Miscellaneous Buildings Services.
• Magnitude: Approximately $100,000,000 for a five-year ordering period.

This is a sources sought notice, not a request for proposals. Interested small businesses should provide specific information via email to the points of contact listed. The government is not seeking quotes, bids, or proposals at this time and will not pay for any information or administrative costs incurred.

The government is seeking to determine if a small business set-aside is appropriate. All small business categories are encouraged to respond, including 8(a), Small Disadvantage Business, HUBZone, Service-Disabled Veteran-Owned, and Women-Owned Small Business concerns.

Vendors are requested to provide:

• Company name, POC, UEI, CAGE code, small business status and certifications, and proposed NAICS code.
• Confirmation of interest in competing as a prime contractor.
• Details on any proposed subcontractors, joint ventures, or teaming arrangements.
• Specific experience in construction and providing comparable services, including details of prime or subcontracting experience.
• Percentage of work to be performed by the prime and similarly situated entity subcontractors (per FAR 52.219-14).
• Types/certifications of proposed subcontractors.
• Information on financial capacity.
• Information to determine commercial availability, including pricing, delivery schedules, terms, and warranties.
• Suggestions on how to structure requirements to facilitate small business competition.
• Bonding capabilities.
• Identification of any conditions that may unnecessarily restrict competition.
• Recommendations to improve the approach/specifications/draft SOW.
