Quick Summary
This is a Justification for Other Than Full and Open Competition (JOFOC) for Comprehensive Medical Services at FCI Cumberland, managed by the FEDERAL PRISON SYSTEM / BUREAU OF PRISONS. This non-competitive action justifies a sole source acquisition to ensure continuity of healthcare for the inmate population for a limited period.
Scope of Work
The requirement is for comprehensive medical services for the inmate population, including:
- Inpatient and Outpatient Facility services
- Physician services
- Outpatient services for Dentists, Dieticians, Pharmacists, and Optometrists. These services are essential to meet the healthcare needs of the inmate population at FCI Cumberland.
Contract & Timeline
- Type: Purchase Orders (Sole Source Justification)
- Period of Performance: May 1, 2026, through May 30, 2026
- Estimated Value: $250,000.00
- Published: April 30, 2026
- Place of Performance: Cumberland, MD 21502, United States
Justification
This is a sole source acquisition justified under FAR 13.101-3(b) and 41 U.S.C. 253; 41 U.S.C. 1901(e). The incumbent contractor, American Correctional Healthcare, Inc (ACH), is being utilized to ensure seamless service delivery and continuity of care for inmates while a new multi-year competitive agreement is being negotiated. This interim acquisition is necessary pending the competitive award of a comprehensive medical services (CMS) contract. No other sources have expressed written interest or are able to provide the required services without a lapse in performance.
