This Statement of Work (SOW) outlines the general requirements for Architect-Engineer (A-E) services for the Joint Base Langley-Eustis (JBLE) A-E Indefinite Delivery Indefinite Quantity (IDIQ) contract. • Design Charrette: A mandatory workshop involving the A-E, JBLE team, and facility end-users to analyze project functions, explore design concepts, and develop conceptual designs. The A-E is responsible for facilitating, arranging the location, and preparing preliminary concepts and a final report.

• Furniture Accountability: Site visits to identify furniture for disassembly, storage, or re-installation, and development of a furniture accountability report.

• Design Submittals: Requires phased submittals (35%, 65%, 90%, 100%) including Basis of Design, calculations, drawings, specifications, cost estimates, and manufacturer cut sheets. Each phase requires review meetings and government approval.

• Design submittals must adhere to specific formats and content requirements for each phase (35%, 65%, 90%, 100%).

• All work must comply with current Engineering Technical Letters (ETLs), Unified Facilities Criteria (UFCs), ACC Standards, International Building Code (IBC), National Fire Codes, and applicable Federal, State, and local regulations.

• Use of materials not made in the United States is prohibited; only American-made products shall be used.

• Incorporation of recycled-content products as required by EPA and other governmental agencies.
