Scope of Work
The requirement covers Title I (Design Services) and Title II (Construction Support Services) for maintenance, repair, and construction projects across JBLE. Services include developing documentation for conceptual solutions, design criteria, environmental assessments, economic analyses, detailed cost estimates, construction drawings, and specifications. Specific tasks may involve topographic surveys, utility verifications, soil analysis, hazardous material testing, environmental assessments, design charrettes, and furniture accountability. All work must comply with current Engineering Technical Letters (ETLs), Unified Facilities Criteria (UFCs), ACC Standards, International Building Code (IBC), National Fire Codes, and applicable Federal, State, and local regulations. American-made products and recycled-content products are mandated.
Place of Performance
Services will be performed at Joint Base Langley-Eustis, including Fort Eustis, VA; Langley Air Force Base, VA; Virginia Beach, VA (203 Red Horse Squadron); and Sandston, VA (200 Weather Squadron).
Anticipated Contract Structure
The 633 CONS anticipates awarding IDIQ firm-fixed price (FFP) contracts with a 5-year base period and three 1-year options. This will be a Total Small Business Set-Aside. Specifically:
- For Architectural Services (NAICS 541310, size standard $12.5M), three IDIQ FFP contracts are planned.
- For Engineering Services (NAICS 541330, size standard $25.5M), three IDIQ FFP contracts are also planned.
Submission Requirements
Interested small businesses must complete and email the attached form "Market Research Project Information & Capabilities – JBLE A-E Services". This form requires:
