Quick Summary
The U.S. Army Corps of Engineers, Seattle District, is conducting a Project Labor Agreement (PLA) survey for the Joint Base Lewis McChord (JBLM) Multi Domain Task Force (MDTF) Buildings 3223-3224 conversion project in North Lakewood, WA. This is a special notice to gather industry comments on the potential requirement for a PLA on this large-scale construction project, which is estimated between $25,000,000 and $100,000,000. Responses to this survey are due April 6, 2026.
Scope of Work
The project involves converting two existing barrack buildings (3223-3224), known as "the Hammer Heads," into operational facilities for three tiers of command. The work includes:
- Hazardous material/debris abatement and removal, primarily in crawl spaces.
- Partial demolition (~75%) of the exterior building envelope and interior walls.
- Extensive removal (~90%) of existing mechanical and electrical systems.
- Removal of the existing roof EPDM system.
- New construction of the exterior envelope, mechanical/electrical systems, and a new roof TPO system.
- Coordination for new utility connections and shared construction boundaries with adjacent projects.
Purpose of Notice
This is a PLA survey only and not a request for proposal, quote, or invitation for bid. The government is soliciting comments from the construction community regarding the required use of PLAs for large-scale construction projects (defined as $35 million or more) as per FAR 22.502. The future construction project is anticipated to be a Total Small Business Set-Aside.
