Scope of Work
The initiative aims to procure an apparel-focused PLM software system with key objective specifications:
- Apparel-Focused PLM Software
- FedRAMP Certified Cloud-Hosted Environment
- Capability Maturity Model Integration (CMMI) Level 2 Certified
- Authorization to Operate (ATO) Impact Level (IL) 4 with privacy overlay compliance
- Low-Code/No-Code Platform with a search-based design
- Integration capabilities with systems like Adobe Illustrator, Browzwear, or Clo
- Multi-tenant user licenses The procurement includes licenses, plug-ins, cloud hosting, maintenance, and support for a minimum of 12 and a maximum of 60 months.
Contract Details
The Government anticipates awarding one or more Other Transaction (OT) Agreements under the authority of 10 U.S.C. § 4022. Awards are contingent on available funding and established criteria. The period of performance for the prototype project will align with SOW objective timelines (12-60 months for software/support). This CFS and any resulting OT agreement are not subject to the Federal Acquisition Regulation (FAR).
Eligibility & Set-Aside
This opportunity does not have a traditional set-aside. To be considered for an OTA award, vendors must comply with at least one of the following conditions of 10 U.S.C. § 4022(d):
- At least one Non-Traditional Defense Contractor (NTDC) participates to a significant extent.
- All significant participants (other than the Federal Government) are small businesses or NTDCs.
- At least one-third of the total project cost is paid by parties other than the Federal Government. Vendors must be registered in SAM.gov and have a Unique Entity Identification (UEI).
Submission & Evaluation
This is a two-phase competitive process:
- Phase 1: Request for White Papers (RWP)
- Vendors submit white papers (max 25 pages) detailing their proposed JCTMI solution and technical approach.
- Evaluation is based on gateway criteria (commercial apparel PLM, FedRAMP, CMMI L2, ATO IL4, low-code/no-code, multi-tenant), then relevance, technical merit, innovation, and affordability.
- Phase 2: Solutions Demonstration & Prototype Proposals
- Vendors with favorable white papers may be invited for a 2-hour virtual solution demonstration.
- Selected vendors will submit formal technical and cost proposals (Request for Prototype Proposals - RPP).
- Evaluation criteria include technical merit, innovation, achievability, realism/adequacy of the performance schedule, and fair/reasonable/affordable final cost/price.
