Quick Summary

The Department of the Air Force, Air Force Life Cycle Management Center (AFLCMC/HNCK), Joint Cyber Command and Control (JCC2), has issued a Special Notice providing an update on anticipated acquisitions for three key programs within its portfolio. This notice informs industry about changes to requirements and acquisition strategies for JCC2 Cyber Operations (JCO), Joint Cyber Command and Control Readiness (JCC2-R), and Enterprise Service Center (ESC). The Battle Management Support Capability (BMSC) requirement has been replaced by JCC2-R, and Field Operations Engineering has been cancelled.

Program Updates

  • JCC2 Cyber Operations (JCO): This program focuses on a mission orchestration, automation, and analysis platform leveraging Machine Learning and Artificial Intelligence for all-domain operations and decision-making. JCO is a program of record, operationally deployed, and serves as the authoritative data source for Offensive Cyber Operations (OCO) and Defensive Cyber Operations (DCO) mission planning. The acquisition method, industry engagement, and solicitation release are currently Under Review and To Be Determined (TBD), respectively. The requirement is currently on standby, with future updates to be provided via this posting.
  • Joint Cyber Command and Control Readiness (JCC2-R): This new requirement replaces BMSC and aims to provide rapid capability development and operational readiness. It will leverage industry best practices and innovative solutions to ensure JCC2 meets operational requirements and matures existing government-owned software. Tasks include new software development, sustainment, engineering analysis, software modification, maintenance, enhancement, architecture/infrastructure maturation, interoperability support, system integration, operational deployments, and application modeling. The anticipated acquisition method is GSA Alliant 2, with an expected award date of September 24, 2025.
  • Enterprise Service Center (ESC): This requirement involves providing Amazon Web Services (AWS) cloud system administration and help desk support for all HNCJ cloud hosting environments and associated applications. The ESC will also support the evolution and transition of existing applications into new technology directions and assist with cybersecurity requirements, including Cybersecurity Risk Management Framework (RMF) technical tasks and Cyber Security Service Provider (CSSP) requirements. The acquisition method is a Competitive Acquisition through GSA Multiple Award Schedules, with an expected award date of June 30, 2025.

Cancelled Programs

  • Battle Management Support Capability (BMSC): This requirement has been replaced by JCC2-R.
  • Field Operations Engineering: This requirement has been cancelled.
