Justification for Limited Source Justification (LSJ)

This document justifies a limited source justification for a bridge contract extension for Joint Data Support Services Analysis and Future Force Planning for the Department of War, Washington Headquarters Services, Acquisition Directorate (WHS/AD), Enterprise Research & Engineer Directorate (ERED), Technical Analysis Branch (TAB) on behalf of the Office of Secretary of War for Cost Assessment and Program Evaluation (OSW CAPE).

• Continuation of Joint Data Support (JDS) services, including data development, analysis, and information technology support.

• Support for DoW's studies and analysis in Air and Space; Ground; Maritime; Logistics; Command & Control (C2) Communications & Computer systems (C4); and Intelligence, Surveillance, and Reconnaissance (ISR).

• Development and management of data for U.S. and Non-U.S. equipment, unit, force structure, capability, and deployment data, including planning, programming, and acquisition data.

• Development of data for order of battle, operations, infrastructure, logistics, communications, intelligence, and concepts of operations (CONOPS).

• Action: Bridge contract extension to incumbent, Tyto Government Solutions, Inc.

• Contract Type: Hybrid contract with Firm-Fixed Price (FFP), Firm-Fixed Price Level of Effort (FFP-LOE), and Time and Material (T&M) CLINs.

• Period of Performance (PoP): January 29, 2026, through July 28, 2026 (6 months).

• Total Value: $1,543,730.40 using Fiscal Year 26 Operation and Maintenance Funds.

• This is a justification for a limited source award, not a solicitation for proposals.

• The extension is to continue services while a long-term contract is being procured.

• The requirement is being recompeted unrestricted.

• The current contract (HQ0034-20-F-0072) was extended previously and expires January 28, 2026.

• This extension is intended to avoid a lapse in services and prevent duplication of costs estimated at $404,783.53.

• The government posted a "Notice of Intent" on SAM.GOV on January 9, 2026, with a due date of January 13, 2026, and received no responses.

• The original order was placed under Federal Supply Schedule (FSS) ordering procedures on a competitive basis.

This document justifies a limited source justification for extending the current contract for Joint Data Support Services Analysis and Future Force Planning for the Office of the Secretary of War for Cost Assessment and Program Evaluation (OSW CAPE). The extension is needed to ensure continuity of services while a long-term contract is being procured.

• The OSW CAPE requires ongoing data development, analysis, and information technology support for Joint Data Support (JDS) activities.

• This support is crucial for DoW's studies and analysis in areas including Air and Space, Ground, Maritime, Logistics, Command & Control (C2) Communications & Computer systems (C4), and Intelligence, Surveillance, and Reconnaissance (ISR).

• The work involves managing and participating in studies, warfighting, and analysis, and developing/managing data on U.S. and Non-U.S. equipment, unit structure, capabilities, and deployment.

• The extension is a bridge to a new IDIQ contract.

• The current incumbent contractor, Tyto Government Solutions, Inc., will receive the extension.

• The contract will be a hybrid with Firm-Fixed Price (FFP), Firm-Fixed Price Level of Effort (FFP-LOE), and Time and Material (T&M) CLINs.

• The period of performance (PoP) for this extension is January 29, 2026, through July 28, 2026 (six months).

• The total value for this extension is $1,543,730.40, using Fiscal Year 26 Operation and Maintenance Funds.

• This is a justification for a limited source award, not a solicitation for proposals.

• A "Notice of Intent" was posted on SAM.GOV on January 9, 2026, with a response due date of January 13, 2026. No responses were received.

• The original acquisition was issued on a competitive basis.

• This requirement is being recompeted unrestricted.

• The extension is justified under FAR 8.405-6(a)(1)(i)(C) in the interest of economy and efficiency as a logical follow-on to an original Federal Supply Schedule order.

• Failure to extend services would disrupt the mission, cause a loss of access to critical data and expertise for senior leaders, and result in substantial duplication of costs estimated at $404,783.53.

• Duplication of costs includes onboarding, training, knowledge transfer, and opportunity costs associated with potential delays in service.
