Justification for Limited Source Justification (LSJ)

This document justifies a limited source justification (LSJ) for a bridge contract extension for Joint Data Support Services (JDS) for the Department of Defense's (DoD) Office of the Secretary of Defense for Cost Assessment and Program Evaluation (OSD/CAPE). The extension is needed to ensure continuity of services while a long-term contract is being procured.

This includes managing and developing data for U.S. and allied force structure, capabilities, and deployment, as well as supporting various studies and analysis.

This document is a justification for a limited source award, not a solicitation. The government has posted a "Notice of Intent" on SAM.GOV and received no responses, indicating limited market interest for a short-term extension.

This requirement is being recompeted unrestricted. However, due to time constraints, the contract extension is being negotiated with the incumbent, Tyto Government Solutions, Inc., to avoid a lapse in services during the source selection process.

• The government estimates that failure to extend support would result in substantial duplication of costs ($501,624.34) due to onboarding, training, knowledge transfer, and opportunity costs associated with delays.

• Cost of Delays: Estimated at $286,642.48 due to a 30-day lapse in service.

• Onboarding/Training Costs: Estimated at $71,660.62.

• Knowledge Transfer Costs: Estimated at $143,321.24.

• Market Research: A "Notice of Intent" was posted on SAM.GOV on December 30, 2025, with no responses received.

• Urgency: The need to extend services is urgent to avoid a lapse in contractor support.

• The requirement is being recompeted unrestricted.

• The current extension is necessary due to time constraints to avoid a lapse in services during the source selection process.

• Prices will be compared to historical prices, the incumbent's proposed prices, and the Government's Independent Government Cost Estimate.
