Justification for Sole Source
This acquisition is justified under 10 U.S.C. 3204(a)(1) due to only one responsible source. General Electric (GE) Aerospace is the Original Equipment Manufacturer (OEM) of the F-16 CSFDR and possesses proprietary technical data, drawings, and software data rights essential for this redesign and sustainment. GE has formally stated it will not sell these data rights. Market research, including multiple Sources Sought Synopses, confirmed no other source could meet requirements without substantial duplication of cost (over $40M) and unacceptable schedule delays (at least eight years). Two vendors responded to a 2025 Sources Sought notice, but their proposed solutions were deemed technically unacceptable by government engineering review, failing critical Size, Weight, and Power (SWaP), security, and system integration requirements.
