This document is the "Technical Capability Worksheet" (Attachment 3) and is required for offerors to complete as part of their response to the solicitation. Responses are limited to the provided text fields.

• VISA Participation: Offerors must provide their active VISA contract number. If the offeror is a VISA affiliate or subsidiary, they must also provide supporting documentation demonstrating the relationship to the parent company and the parent company's active VISA contract number.
• Vessel Requirement: Offerors must provide:
  • The name of one VISA-enrolled Roll-On/Roll-Off (RORO), multi-purpose, or vehicle carrier vessel.
  • A self-certification that this vessel has transported Department of War (DOW) cargo within the past two years from the solicitation issuance date.
  • The contract number under which the vessel transported the cargo.

This worksheet is critical for bidders to demonstrate their technical capability and eligibility related to VISA participation and vessel requirements. Failure to complete this form accurately may impact proposal evaluation.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing strategic sealift services to facilitate the U.S. Transportation Command's (USTRANSCOM) global movement of large-volume combat forces, rolling stock, and associated materials. The services are to be provided through short-term worldwide time and voyage charters.

• The contractor must own or control a Roll-On/Roll-Off (RORO), multi-purpose, or vehicle carrier vessel.

• The contractor must maintain status as a Voluntary Intermodal Sealift Agreement (VISA) Participant.

• Services include providing dry cargo vessels on a time or voyage charter basis to meet mission-specific requirements.

• Task Order Proformas for Dry Cargo Time Charters and Dry Cargo Voyage Charters are available on the MSC website.

• The Service Delivery Summary (SDS) outlines desired outcomes and performance thresholds/metrics.

• Key metrics include:

  • Notification of Reimbursable Expense Threshold: CO notified when 85% of allocated funding is reached.
  • Expense Management: Reimbursable expenses do not exceed allocated funding.
  • Operational Readiness: Vessel is Ready For Tasking (RFT) 100% of the time.
  • Timely Cyber-Incident Reporting: No more than one late or unreported cyber-incident in a twelve-month period.

• Performance will be monitored via Quality Assurance Surveillance Plans (QASP), direct observation, periodic inspections, progress meetings, and Contractor Performance Assessment Reports (CPARS).

• The PWS is effective from September 1, 2026.

• Specific periods of performance will be defined in individual task orders.

• Security: Includes cybersecurity, industrial security, and vendor threat mitigation. Requires compliance with RFO DFARS 252.204-7012 and DoD Manual 5220.22. Specific requirements for cyber-incident reporting, timelines, and data are detailed. Cybersecurity Material Model Certification (CMMC) is required. For task orders involving classified or sensitive cargo, industrial security requirements apply, including personnel security clearances (SECRET level minimum), facilities clearance (FCL), and Common Access Card (CAC) issuance procedures.

• Personnel: All personnel with IT privileged access or access to classified information/systems must be US citizens. Background investigations and security clearances are required based on the sensitivity level of tasks.

• Reporting: Contractors must adhere to specific reporting requirements for cyber-incidents and other operational data.

• Invoicing: Invoicing instructions and payment terms are established in the applicable task order proforma.

• Deliverables: Task order deliverables, including reports, are included in the task order proformas and must adhere to the Standard Operating Manual (SOM).
