Sources Sought / Request for Information (RFI)

This document is a Request for Information (RFI) from industry to identify sources capable of meeting a requirement for the Joint Human Domain Integration Training Program. It is for market research purposes only and is not a solicitation. The government is seeking information to determine if a sole source negotiation is appropriate.

Vendors must demonstrate capabilities in the following areas:

• On-Site Execution: Ability to deliver all training on-site at Fort Bragg, NC, with immediate availability and logistical support.

• Specialized SOF & JNAT Expertise: Instructors and Subject Matter Experts (SMEs) must possess extensive Special Operations Forces (SOF) backgrounds and direct experience with the Joint Human Domain Integration/JNAT program.

• Tactical-Level SOF Integration: Provide a curriculum that goes beyond standard commercial off-the-shelf (COTS) training, including tactical-level scenario development and practical application for SOF units.

• Dynamic Regional Tailorability: Ability to adapt curriculum to specific Geographic Combatant Command (GCC) regions and emerging 95th CA BDE mission sets without lengthy development.

• Immediate Execution: Capacity to begin execution immediately upon contract award with fully developed coursework and qualified personnel.

• Security Clearances: Possess an active Secret Facility Clearance (FCL) and assigned personnel must have active Secret clearances with eligibility for Top Secret (TS).

• Interested sources must submit documentation addressing all required elements. A website reference alone is insufficient.

• Specific information requested includes company details, UEI, NAICS, business size, and a capability response (max two pages) addressing the outlined areas.

• Responses must be submitted electronically via email to Jonathan.long.civ@socom.mil.

• Submission Deadline: Friday, 29 May 2026, by 9:00 AM EDT.

• Current market research indicates only one vendor is capable. If no other interested sources are identified, USASOC intends to negotiate on a sole source basis with Obsidian Solutions Group, LLC.

• Respondents are responsible for ensuring receipt of their submission.

• Respondents will not be individually notified of results. A Notice of Intent to Sole Source will be posted to sam.gov if applicable.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing training services to support the Special Operations Forces (SOF) Joint Network Development within the Multi-Domain Environment. The primary goal is to deliver senior-level instruction, training on network analysis and targeting, mobile force protection, cultural and language support, and other related training topics to military personnel assigned to the 95th Civil Affairs Brigade (Special Operations) (Airborne) and other SOF enterprise units.

• Provide personnel and equipment for training courses and table-top exercises.

• Deliver instruction in Joint Network Analysis and Targeting (JNAT), Joint Network Design Course (J-NDC), Joint Critical Infrastructure Analysis (JCIA), Joint Critical Infrastructure Reporting (JCIR), and Basics of Applied Fundamentals to Open-Source Research (BAF-OSR).

• Offer specialized training tailored to specific regions and thematic priorities, adaptable to unit training and deployment cycles.

• Provide responsive reach-back support and SME mentorship services.

• Conduct training primarily at Fort Bragg, NC, unless otherwise agreed upon.

• Training must be delivered by highly qualified personnel.

• Curricula and Programs of Instruction (POI) must be culturally specific and based on regional orientation and mission-sets.

• Personnel must possess requisite security clearances.

• Contractor must maintain a SECRET facility clearance.

• Contractor must maintain a SPRS assessment score of 110 and comply with CMMC requirements.

• Key Personnel must meet specific qualifications and maintain security clearances.

• Period of Performance: 5-year ordering period.

• Place of Performance: Primarily Fort Bragg, NC, unless otherwise agreed upon.

• Contractor must furnish all supplies, materials, and equipment not provided by the Government.

• Contractor must provide relevant and usable training materials.

• Contractor must coordinate to provide certificates of completion for courses (not for table-top exercises).

• Contractor must maintain a valid Facility Clearance (FCL) at the Secret level.

• All cleared contractor personnel must possess a valid Secret level personnel security clearance.

• Contractor must comply with all current and evolving Cybersecurity Maturity Model Certification (CMMC) requirements.

• Contractor must ensure all personnel meet prerequisite security eligibility and background investigation requirements.

• Contractor must ensure Key Personnel obtain and maintain a Common Access Card (CAC).

• Contractor must comply with all applicable Department of War (DoW) and U.S. Government cybersecurity policies and protocols.
