The Defense Logistics Agency (DLA) Land and Maritime is preparing to release a presolicitation for the Joint Light Tactical Vehicle Competitive Initiative (JLTVCI) Successor Project. This will be a 5-year Multiple Award Contract (MAC) to support a broad range of Joint Light Tactical Vehicles (JLTVs) by establishing a pool of highly-rated contractors for future delivery order competitions. The solicitation is anticipated to be available on DLA's Internet Bid Site (DIBBS) on or about March 2, 2026, with a projected closing date of May 1, 2026.

Purpose & Scope

The project aims to procure DoD or DLA managed products for the production, repair, or replacement of items and systems used on JLTVs, including Army J8A and Marine WSDCs (O0M, O1M, O2M, O3M). The scope covers a wide array of Federal Supply Classes (FSCs), such as vehicular components, engine systems, power transmission, and miscellaneous vehicular accessories. The program currently identifies 7429 potential National Stock Numbers (NSNs) that may be ordered.

Contract Details

This MAC will feature a two-year base period and three one-year option periods, totaling five potential contract years. Procurement actions are anticipated primarily through the Rapid Ordering Catalog (ROC), with the Government retaining the right to issue individual fixed-price one-time Fair Opportunity Procurements (Purchase Orders). The contract does not have a specific set-aside, but Small Business Participation is a significant evaluation factor, and both set-aside and unrestricted delivery order solicitations are expected.

Key Requirements for Offerors

To be considered for award, offerors must:

  • Propose pricing for a minimum number of Price Evaluation List (PEL) NSNs: Large Businesses must price 50% (currently 229 NSNs), and Small Businesses must price 30% (currently 137 NSNs).
  • Be registered in SAM.gov.
  • Possess Export Control/Joint Certification Program (JCP) certification.
  • Possess DLA Enhanced Validation.
  • Have a quality system compliant with ANSI/ISO/ASQ(E) Q9001.
  • Possess a valid NIST SP 800-171 assessment and score posted in Supplier Performance Risk System (SPRS).

Evaluation Factors

Awards will be based on a Best Value Tradeoff, with non-price factors collectively more important than price. Evaluation factors, in descending order of importance, include: Technical, Past Performance, Small Business Participation, Delivery, Surge, and Price. Offerors must meet minimum requirements for Technical, Delivery, Surge, and Small Business Participation, and receive at least an "Acceptable" rating for Past Performance to be eligible. Small Business Participation requires a minimum of 40% subcontracting to small businesses for other-than-small businesses.
