• Solicitation Schedule: The government anticipates the solicitation will open around March 2, 2026, and close around May 1, 2026.
• Draft RFP/SOW: The government does not anticipate issuing a Draft RFP/Solicitation. While draft SOW, Section L, and Section M have been posted, feedback on these documents is not being sought.
• Contract Awards: Multiple contracts are anticipated, with the mix of large and small businesses depending on offers received. Both set-aside and unrestricted delivery order solicitations are expected.
• Evaluation Criteria: Basic contract awards will be based on best-value, considering technical and past-performance volumes. Price evaluation will focus on common items offered by all offerors.

Solicitation / RFP / RFQ

Solicitation / RFP / RFQ

• Volume 4: Price Proposal & Delivery/Surge - Includes the Price Evaluation List (PEL) via Attachment 1, delivery instructions (Attachment 2), and surge requirements (Attachments 5 & 10).

Offers are valid for 180 days after the closing date. The government intends to make multiple awards.

• Proposals must be factual, accurate, and complete. The government will evaluate based solely on the proposal content.
• Exceptions to terms and conditions must be listed and may render a proposal unacceptable.
• Questions must be submitted to the Contracting Officer 25 days prior to the deadline; answers will be published.
• Late submissions will not be considered.
• Technical proposals must not exceed 30 pages; pages exceeding the limit will not be evaluated. Annexes and attachments count towards the page limit, except for tables of contents, cross-references, and acronym lists.
• PDF pages should adhere to specific formatting (size, margins, font, numbering).
• Large businesses must propose on 50% of PEL NSNs; Small Businesses must propose on 30% of PEL NSNs.
• Pricing must be submitted via the pre-formatted spreadsheet (Attachment 1) and include all costs.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) defines the effort required to implement the Joint Light Tactical Vehicle Competitive Initiative (JLTVCI) program for the Defense Logistics Agency (DLA) Weapons Support. The primary objective is to provide support for the JLTV family of vehicles as support transitions to DLA. A secondary objective is to establish a pool of highly-rated Basic Contract Awardees for future delivery order competitions.

The scope of this contract includes any fully competitive and/or limited source(s) DoD or DLA managed product used to produce, repair, or replace any item or system on Joint Light Tactical Vehicles. • Delivery Order Competitions/Procurement Methods: Procurement will be conducted via Purchase Orders (PO) or Rapid Ordering Catalog (ROC). The Government anticipates the majority of actions will be under the ROC.
• Quality Requirements: Compliance with ANSI/ISO/ASQ(E) Q9001, supplier qualifications, adherence to technical requirements, and traceability of parts.
• Transportation/Delivery/Packaging: Compliance with MIL-STD-129P, DOD 4500.9-R, and hazardous shipment regulations. Time Definite Delivery (TDD) standards are specified.
• Metrics: Contractors will be evaluated on Quote Rate (minimum 65% for Large Businesses, 40% for Small Businesses) and On-time Delivery (minimum 95%).
