Sources Sought Notice

This notice is issued by the U.S. Government to determine if there is a potential for a sole source contract award to Guardian Moving and Storage Company, Inc. for moving and storage services at Fort Belvoir, VA. The anticipated period of performance is up to 12 months. The government is acting under the authority of 10 U.S.C §2304(c)(1) and FAR 6.302-1(a)(2)(iii), citing only one responsible source and no other supplies or services will satisfy agency requirements.

• This is not a Request for Quote (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP).
• The government is not seeking quotes, bids, or proposals at this time and will not accept unsolicited proposals.
• No payment will be made for information or administrative costs incurred in response to this notice.
• Submittals will not be returned.
• A decision not to compete this requirement is at the government's discretion. If a competitive solicitation is released, it will be announced on the Governmentwide Point of Entry (GPE).
• Potential offerors are responsible for monitoring the GPE for future information.

Sources are requested to provide the following:

• Identification of any conditions or actions that may unnecessarily restrict competition and suggested alternatives.
• Firm name, point of contact, UEI number, CAGE code, business size (including small business certifications), and NAICS code.
• Interest in competing as a prime contractor and any subcontracting, joint venture, or teaming arrangements.
• Detailed information on previous experience with similar requirements (including size, scope, complexity, timeframe, certifications).
• Information to determine if the requirement is commercially available, including pricing, delivery schedules, terms, and warranties.
• Recommendations on how to structure contract requirements to facilitate competition, especially among small businesses.
• Recommendations to improve the Army's approach/specifications/draft PWS/PRS for acquiring the identified items/services.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for non-personnel services to provide Personal Property Household Goods Movement Services, specifically focusing on containerization and local drayage of Direct Procurement Method (DPM) Personal Property Shipments within the Joint Personal Property Shipping Office Mid Atlantic (JPPSO-MA) Area of Responsibility (AOR).

• The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other non-personal services necessary for these operations.

• Services include Schedule I Outbound Pick-up services, Schedule II Inbound delivery services, and Schedule III Local delivery services for the JPPSO-MA AOR (District of Columbia, Northern Virginia, Maryland, and West Virginia).

• The contractor will be responsible for the timely pick-up/delivery and/or storage of Department of Defense (DoD) customer's household goods within the AOR.

• A Quality Control Program must be developed and maintained to ensure services meet contract requirements.

• Performance will be evaluated in accordance with a Quality Assurance Surveillance Plan (QASP).

• Key performance indicators include pre-move surveys, weighing accuracy, time requirements for pickup/delivery, preparation/packing/loading/containerization standards, tagging/inventorying, appliance servicing, container/vehicle standards, exterior marking, outbound documentation, storage, and DPM delivery/unpacking.

• Acceptable Quality Levels (AQLs) are defined for each task, generally at 100% or with very low tolerance for errors (e.g., 1-2%).

• The period of performance includes one (1) Base Year of 12 months and four (4) 12-month option years.

• Base Year: July 1, 2026 - July 1, 2027

• Option Years I-IV: July 1, 2027 - July 1, 2031

• Work will be performed at the contractor's facility.

• Contractor personnel must have required security clearances to enter military installations.

• A SECRET facility clearance is required.

• The contractor must provide cargo insurance with a minimum liability coverage of $50,000.00 per shipment.

• Contractor must establish and implement methods for key control.

• Contractor must report all manpower data through a secure Army data collection site.

• Recognized holidays are listed, and service on these days is optional at no additional cost to the government.

• Hours of operation are generally 0800-1700, with potential for extended hours with prior approval.
