Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for non-personnel services to provide Personal Property Household Goods Movement Services, specifically focusing on Containerization and local Drayage of Direct Procurement Method (DPM) Personal Property Shipments within the Joint Personal Property Shipping Office (JPPSO-MA) Mid-Atlantic Area of Responsibility (AOR).

• The contractor shall provide all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other non-personal services.

• Services include the timely pick-up, delivery, and/or storage of Department of Defense (DoD) customer's household goods (HHG), unaccompanied baggage (UB), and Non-Temporary Storage (NTS) shipments.

• The JPPSO-MA AOR encompasses 8 states and the District of Columbia, processing approximately 65,000 shipments annually, with an estimated one-third (18,333) under the Direct Procurement Method (DPM).

• Specific services covered include Schedule I (Outbound Pick-up), Schedule II (Inbound Delivery), and Schedule III (Local Delivery) services.

• The PWS details specific performance objectives, indicators, standards, and acceptable quality levels (AQL) for various tasks, including:

  • Pre-move Survey (AQL 100%)
  • Weighing (AQL 100%)
  • Time Requirements for pickup/delivery (AQL 100%)
  • Preparation, Packing, Loading, and Containerization (AQL 100%, with no more than 2% of shipments incorrectly packed/loaded per month)
  • Tagging, Inventorying, and Packing List (AQL 100%, with no more than 2% of shipments incorrectly tagged per month)
  • Appliance Servicing and Un-servicing (AQL 100%, with no more than 1% of shipments incorrectly serviced)
  • Containers and Vehicles (AQL 100%, with no more than 1% of GOCs used per month un-serviceable)
  • Marking Exterior Shipping Containers (AQL 100%, with no more than 1% of shipments per month incorrectly marked)
  • Outbound Documentation and Movement (AQL 100%, with no more than 1% of shipments moved with documentation not properly prepared)
  • Storage Identification (AQL 100%, with no more than 1% of shipments per month incorrectly marked and stored)
  • Facilities (AQL 100%)
  • Cargo Insurance ($50,000.00 per shipment liability, underwriter rating "a" or better)
  • DPM Delivery, Unloading, and Unpacking (AQL 100%)
  • Claims (FRV liability limits apply)

• Surveillance methods include planned direct observation, periodic inspection, periodic sampling, random sampling, validated customer complaints, and 100% inspection.

• Period of Performance: One (1) Base Year (July 1, 2024 - July 1, 2025) and four (4) 12-month option years.

• Place of Performance: The contractor's facility.

• Quality Control: Contractor must develop and maintain an effective quality control program.

• Quality Assurance: Government will evaluate performance per the Quality Assurance Surveillance Plan (QASP).

• Holidays: Contractor is not required to perform services on holidays but may do so at no additional cost.

• Hours of Operation: Regular hours are 0800-1700, with potential to work until 2100 with COR approval.

• Security Requirements: Contractor personnel must have required clearance to enter military installations, as per DD254.

• Key Personnel: Contract Manager and Alternate are required, with specific experience.

• Data Rights: Government has unlimited rights to all documents/materials produced.

• Organizational Conflict of Interest (OCI): Contractor must notify the Contracting Officer of any potential OCI.

• Phase-in/Phase-out: 60-day periods are required.

• Reporting: Contractor must report manpower data via a secure Army data collection site.

Sources Sought Notice

This notice is a Sources Sought announcement only, indicating the U.S. Government's intent to award a contract on a SOLE SOURCE basis to District Moving Companies, Inc. for moving services at Fort Belvoir, VA. The anticipated period of performance is up to 12 months. This notice does not constitute a Request for Quote (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP), nor does it commit the Government to any future contract award. The Government is not seeking quotes, bids, or proposals at this time and will not accept unsolicited proposals.

The procurement is being considered under the statutory authority of 10 U.S.C. §2304(c)(1), as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(iii), citing "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."

Potential sources are requested to provide the following information to assist in determining if a competitive acquisition is feasible:

• Competition Concerns: Identification of any conditions or actions unnecessarily restricting competition and suggested alternatives.

• Firm Information: Name, point of contact, phone, email, UEI number, CAGE code, business size and type (including small business certifications), and NAICS code.

• Interest in Competing: Whether the firm is interested in competing as a prime contractor, and any subcontracting, joint venture, or teaming arrangements.

• Relevant Experience: Detailed information on previous experience with similar requirements (size, scope, complexity, timeframe, certifications).

• Commercial Availability: Information to determine if the requirement is commercially available, including pricing, delivery schedules, terms, and warranties.

• Contract Structure Recommendations: Suggestions on how to structure contract requirements to facilitate competition.

• Improvement Recommendations: Recommendations to improve the Army's approach, specifications, or draft PWS/PRS.

• No Quotes/Proposals Solicited: This notice is for information gathering only.

• No Payment for Information: The U.S. Government will not pay for any information or administrative costs incurred in response to this notice.
