Quick Summary
The Department of the Army, MICC-FT BELVOIR, on behalf of the Joint Personal Property Shipping Office Mid-Atlantic (JPPSO-MA), has issued a Sources Sought Notice for Personal Property Household Goods Movement Services. This notice indicates an intent to award a sole source contract to District Moving Companies, Inc. for services at Fort Belvoir, VA, while simultaneously seeking industry input to determine the feasibility of a competitive acquisition. The requirement is for packing, containerization, and delivery of Direct Procurement Method (DPM) personal property shipments for DoD members. Responses are due by June 22, 2026.
Purpose & Intent
This is a Sources Sought announcement to gather information from industry. The U.S. Government intends to award a sole source contract to District Moving Companies, Inc. under the authority of 10 U.S.C. §2304(c)(1) and FAR 6.302-1(a)(2)(iii) ("Only One Responsible Source"). However, the Government is actively seeking information to determine if a competitive acquisition is feasible. This notice does not constitute a solicitation for quotes, bids, or proposals.
Scope of Work
The requirement is for non-personal services to provide Personal Property Household Goods Movement Services, including containerization and local drayage of DPM personal property shipments within the JPPSO-MA Mid-Atlantic Area of Responsibility (AOR). This AOR covers Maryland, Virginia, the District of Columbia, and parts of surrounding states, processing approximately 65,000 shipments annually, with about 18,333 under the DPM method. Services include timely pick-up, delivery, and/or storage of household goods (HHG), unaccompanied baggage (UB), and non-temporary storage (NTS) shipments. The Performance Work Statement (PWS) details specific performance objectives and acceptable quality levels for tasks such as pre-move surveys, packing, weighing, appliance servicing, and documentation.
