Sole Source Justification
This acquisition is being conducted on a sole source basis under the authority of RFO 12.102(a), which permits solicitation from a single source when only one is reasonably available. Market research concluded that the requirement cannot be met through mandatory sources, and Science Applications International Corporation (SAIC) Engility is identified as the only capable source. No comparable or like product exists that performs JRE functions without significant redesign and cost. A new system would require a complete architecture redesign, testing, and certification, which is currently not feasible due to funding constraints and potential impact on RPA operations.
