Quick Summary

The Department of the Air Force is issuing a Sources Sought / Request for Information (RFI) for Contractor Logistics Support (CLS) for the Joint Simulation Environment (JSE) program. This RFI seeks to assess industry capabilities for managing training and product support at Joint Integrated Test and Training Centers (JITTCs) located at Nellis AFB, NV, and Joint Base Elmendorf-Richardson, AK. The government is using this RFI for planning purposes to determine the acquisition strategy, including potential small business set-asides. Responses are due April 17, 2026.

Purpose & Program Overview

The JSE is a software acquisition program, originally developed by the US Navy and now an Air Force program of record, designed to create a digital test and training range for 4th, 5th, and 6th generation aircraft. Its purpose is to continuously deliver core software, integrate high-fidelity simulator training systems, and field capabilities at designated sites. The program requires a contractor to manage training and product support for JSE and non-JSE compliant training systems, server farms, and complex A/V systems operating on secure networks up to TS/SCI and SAP levels. Ultimately, JSE will provide warfighters with a secure virtual battlespace to train for future conflicts.

Key Requirements / Areas of Interest

The RFI seeks information on capabilities related to:

  • Program Management/Systems Engineering
  • Upgrades and Modifications (e.g., Concurrency Upgrades, Training Enhancements)
  • Training Systems Support (e.g., CLS, Training System Support Center [TSSC])
  • Instructional Services
  • Products
  • Design Concept and Prototype Development
  • Interoperability
  • Qualification and Test

Anticipated Contract Details

The anticipated contract commencement is the 4th Quarter of CY27, with a period of performance consisting of a 1-year base period and four 1-year option periods. Anticipated Contract Line Item Numbers (CLINs) may include Firm Fixed Price (FFP), Fixed Price Incentive Firm (FPIF), and Cost Reimbursable types.

Set-Aside & Eligibility

This is a Sources Sought notice. The government will consider a Small Business Set-Aside if sufficient interest and capability are demonstrated by two or more small businesses capable of performing at least 50% of the effort.

Submission & Evaluation

Responses are for capability assessment only and are not considered proposals. Direct and concise responses are preferred, limited to ten 8.5"x11" pages (Word or PDF). Proprietary information should be marked.

Response Due

April 17, 2026, 11:59 PM EST.
