Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Department of the Army (W6QK ACC-APG), on behalf of the Joint Product Lead for CBRN Integrated Early Warning (JPdL CBRN IEW), has issued a Request for Information (RFI) for Joint Software Data Management Infrastructure and Agile Service-Delivery Models. This RFI seeks innovative solutions for two fundamental challenges in Joint software acquisition. Responses are due by February 17, 2026, 5pm EST.
Purpose & Scope
This RFI is for market research and planning purposes only, aiming to gather industry information on solutions for:
- Data Management Infrastructure: To effectively ingest, aggregate, and analyze disparate operational data (e.g., user feedback, performance logs) from over five distinct Service/COCOM environments, transforming it into a prioritized stream of actionable work for continuous development.
- Flexible Agile Workforce Model: To acquire and manage agile, multi-disciplinary scrum teams (termed "Nerd Pods") based on capability and capacity, supporting continuous Development, Engineering, and Modernization (D/E/M) within the CBRN Development and Deployment Platform (CDDP) CI/CD pipeline.
Responses will inform the Government's future strategy for acquiring these services through commercial contracts or partnerships to accelerate CJADC2-enabling capabilities.
Information Requested
- Data Management: Technical approaches, tools, and methodologies for data ingestion, transformation, analysis, insight generation, and work item generation for the development backlog, ensuring traceability from operational data to requirements.
- Agile Workforce: Recommendations on acquisition and contracting strategies (e.g., OTA vs. FFP/CPFF), optimal team structures, performance metrics (KPIs) aligned with the Software Acquisition Pathway (SWP), and approaches to managing workforce flexibility.
- Partnership & Process Improvement: How commercial services can adapt to Joint data challenges and recommended Government process changes (e.g., data governance, stakeholder engagement, contracting).
