Eligibility & Prerequisites
Offerors must meet specific requirements to participate:
- COMSEC Facility Clearance: Final assembly facility shall have a current COMSEC facility clearance.
- HAIPE Certification: HAIPE solution must have current NSA certification or be in process.
- HAIPE Designation: Offerors shall provide NSA configuration designation (e.g., KGV-XX).
- Technical Library Access: Access to the draft RFP and other relevant documents requires completing and submitting the "Technical Library Access Form" (attached to this synopsis) and receiving Government approval. This form requires a certified copy of DD Form 2345 and confirmation of COMSEC clearance.

Market research, including a Sources Sought notice, confirmed the decision for full and open competition. Leonardo DRS Advanced ISR, LLC, the OEM for JTT-R, is currently developing an SDR that may contribute to JTT-X.
