This is a combined synopsis/solicitation for commercial items, issued as a Request for Quotation (RFQ) 140P8126Q0015. The National Park Service intends to award a firm fixed-price contract to the responsible and responsive quoter providing the lowest price, technically acceptable product. The acquisition supports Joshua Tree National Park.

The solicitation includes a price schedule for the following items:

• Boulders - 160 Tons of Palm Springs Gold Decorative Boulders

• Fill Sand - 650 Tons

• Class II Road Base - 170 Tons

• Cold Mix Asphalt - 560 Tons

• Cold Mix Asphalt - 495 Tons

• Contract Type: Firm fixed price purchase order.

• Period of Performance: 05/01/2026 to 06/30/2026.

• The acquisition is in support of Joshua Tree National Park.

• Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide the required supply of cold mix asphalt and aggregate materials necessary to support campground roadway overlay operations and campsite repairs conducted by the Roads Maintenance Division at Joshua Tree National Park.

• Source and provide bulk construction materials for roadway rehabilitation and campground infrastructure repairs.

• Deliver the following materials:

  • 560 tons of Cold Mix Asphalt (CMA) to Indian Cove Campground – Rattlesnake Canyon Road
  • 495 tons of Cold Mix Asphalt (CMA) to Black Rock Campground roadway system
  • 160 tons of Palm Springs Gold decorative boulders to Indian Cove Family Campground
  • 650 tons of Native Fill Sand to Indian Cove Family Campground
  • 170 tons of Class II Road Base to Indian Cove Family Campground

• Deliveries will occur on-call in quantities determined by the Roads Maintenance Foreman until total quantities are delivered.

• All vehicles making deliveries will undergo a weed-free inspection during the initial delivery into the park.

• Deliveries will be coordinated with the Roads Maintenance Foreman and scheduled at least two (2) weeks in advance whenever possible.

• Deliveries will occur between May 1, 2026, to June 30, 2026.

• Deliveries are to be made to specific locations within Joshua Tree National Park as directed by the Roads Maintenance Foreman.

• Cold Mix Asphalt must be slow curing bulk asphalt, SC-800 type, and suitable for cold mix overlay applications.

• Palm Springs Gold Boulders must be natural decorative landscape stone, color consistent with regional material, average size suitable for campsite boundary protection and landscape placement, and free of debris, trash, and organic material.

• Native Fill Sand must be native desert-compatible fill material, suitable for campsite leveling and backfill, and free of large rocks, debris, and organic matter.

• Class II Road Base must be Caltrans Class II Aggregate Base or approved equivalent, suitable for campground roadway and parking pad repair, well-graded, and compactable.

• Deliveries may only occur Monday through Thursday, between 6:30 AM – 4:00 PM. Fridays, weekends, and Federal Holidays are non-workdays.

• Inspection and acceptance of all materials will be conducted by Joshua Tree National Park personnel.
