Amendment / Modification

This amendment (0001) to solicitation 140P8126Q0015 addresses the following:

• Clarifies that equivalent decorative boulders are acceptable, provided they meet specific general characteristics (consistent gold/tan desert color palette, similar texture and overall appearance, appropriate size for campsite boundary protection and landscape use).

• Confirms that "Oak Valley Cresta" is an acceptable material. If proposing an alternative, a photo of the material for evaluation is required.

• The quote due date remains unchanged at 4/16/2026 at 14:00 PT.

• Primarily affects the "Supplies/Services" section by clarifying boulder acceptability.

• No change to the proposal submission deadline.

Statement of Work (SOW)

To provide the required supply of cold mix asphalt and aggregate materials for roadway rehabilitation and campground infrastructure repairs at Joshua Tree National Park.

• Source and deliver the following materials:

  • 560 tons of Cold Mix Asphalt (CMA) to Indian Cove Campground – Rattlesnake Canyon Road
  • 495 tons of Cold Mix Asphalt (CMA) to Black Rock Campground roadway system
  • 160 tons of Palm Springs Gold decorative boulders (Oak Valley Cresta also acceptable) to Indian Cove Family Campground
  • 650 tons of Native Fill Sand to Indian Cove Family Campground
  • 170 tons of Class II Road Base to Indian Cove Family Campground

• Deliveries will occur on-call in quantities determined by the Roads Maintenance Foreman until total quantities are delivered.

• All vehicles making deliveries must undergo a weed-free inspection prior to entry into the park.

• Materials must meet specified cold mix asphalt and aggregate gradation requirements.

• Palm Springs Gold Boulders must be natural decorative landscape stone, color consistent with regional material, suitable for campsite boundary protection and landscape placement, and free of debris, trash, and organic material.

• Native Fill Sand must be native desert-compatible fill material, suitable for campsite leveling and backfill, and free of large rocks, debris, and organic matter.

• Class II Road Base must be Caltrans Class II Aggregate Base or approved equivalent, suitable for campground roadway and parking pad repair, and well-graded and compactable.

• Deliveries will occur between May 1, 2026, to June 30, 2026.

• Deliveries will be made directly to project locations within Joshua Tree National Park as directed by the Roads Maintenance Foreman.

• Deliveries must be coordinated with the Roads Maintenance Foreman and scheduled with explicit confirmation.

• Deliveries will occur on-call and in manageable quantities.

• Delivery requests will be provided at least two (2) weeks prior to the requested delivery date whenever possible.

• Deliveries are permitted Monday through Thursday, between 6:30 AM – 4:00 PM. Fridays, weekends, and Federal Holidays are non-workdays.

• Inspection and acceptance of all materials will be conducted by Joshua Tree National Park personnel.

This is a combined synopsis/solicitation for commercial items, issued as a Request for Quotation (RFQ) 140P8126Q0015. The National Park Service intends to award a firm fixed-price contract to the responsible and responsive quoter providing the lowest price, technically acceptable product. • Deliver the following materials:

  • 560 tons of Cold Mix Asphalt (CMA) to Indian Cove Campground – Rattlesnake Canyon Road
  • 495 tons of Cold Mix Asphalt (CMA) to Black Rock Campground roadway system
  • 160 tons of Palm Springs Gold decorative boulders to Indian Cove Family Campground
  • 650 tons of Native Fill Sand to Indian Cove Family Campground
