The government intends to award this contract to RTX Corporation (Collins Aerospace, Fullerton, CA) under the authority of FAR 6.302-1 (only one responsible source). RTX Corporation is identified as the sole designer, developer, manufacturer, and integrator of the JPALS V2, AN/USN-3(V)2. They possess the unique knowledge, expertise, facilities, and qualified personnel required to complete this ongoing effort within the necessary timeframe without significant duplication of costs.

Action for Interested Parties

Any interested party must demonstrate approved facilities, personnel expertise, and necessary clearances, or the ability to obtain them in time. Respondents are responsible for obtaining any required JPALS V2 data from RTX Corporation at no cost to the U.S. Navy.
