Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for non-personal services to provide comprehensive engineering, maintenance, and lifecycle management for the Enterprise Land Mobile Radio (ELMR) and Electronic Security Systems (ESS) infrastructure at Joint Region Marianas (JRM), Guam. The objective is to ensure the sustained availability, integrity, and modernization of JRM's critical communication and security systems.

• Engineering Support: Provide enterprise-level systems engineering for modernization and sustainment of JRM J6 infrastructure, including Network, Cloud & VDI Architecture, Compliance and Authorization (ATO), ESS Project Technical Oversight, and Tier III Operational Support.

• Electronic Security Systems (ESS) Operations and Maintenance: Ensure continuous, reliable operation of all JRM ESS components (Intrusion Detection Systems, Access Control Systems, Video Surveillance Systems) through preventative and corrective maintenance.

• Enterprise Land Mobile Radio (ELMR) Operations and Maintenance: Ensure operational readiness and lifecycle management of the JRM ELMR subscriber fleet and supporting RF infrastructure, including subscriber unit lifecycle management, infrastructure and tower site compliance, and installation/asset accountability.

• Engineering Support: 100% of technical documents delivered on time, 100% compliant with directives, and approved with no more than one round of major revisions. 95% of submitted documents approved on first submission.

• ESS Operations & Maintenance: 99% system operational availability during normal hours, with no more than 8 hours of critical system downtime per month due to contractor issues.

• ELMR Operations & Maintenance: 99% infrastructure operational availability and 98% subscriber fleet availability at all times. No more than 2% of subscriber units out of service.

• Asset Accountability: 100% of LMR assets accounted for during inventories.

• Response Times: Critical issues addressed within 2 hours (on-site or remote), Urgent issues within 4 hours (during duty hours), and Routine issues within 24 business hours.

• Period of Performance: One (1) twelve-month Base Period (August 1, 2026 - July 31, 2027), four (4) twelve-month Option Periods, and a potential six-month extension.

• Place of Performance: Government facilities at Joint Region Marianas, Guam, including Naval Base Guam and Andersen Air Force Base.

• Hours of Operation: Normal hours are 0700 to 1600, Monday through Friday, excluding U.S. Federal holidays. Contractor may be required to respond to critical issues outside normal hours.

• Federal Holidays: Contractor is not required to provide services on designated Federal holidays.

• Typhoon Conditions: Contractor must adhere to TCCOR procedures.

• Quality Control: Contractor shall develop and maintain a Quality Control Plan (QCP).

• Government-Furnished Property/Services: Includes laptops, CACs, test equipment, office space, utilities, access to Government Owned Vehicles (GOVs), and technical data.

• Contractor-Furnished Items/Services: All personnel, supervision, and other items not specified as Government-Furnished.

• Key Personnel: Senior Systems Engineer and Electronics Technician are required.

• Applicable Documents: Contractor must comply with listed DoD Directives, NIST SP, UFC, Motorola R56, and other relevant publications.

• Deliverables: Include Quality Control Plan, Monthly Status Reports, Response Time Compliance Reports, Engineering Findings, ATO/FRCB Documentation, Inventory Logs, Site Audit Reports, Transition-Out Plan, and Contractor Manpower Report.
