Scope of Work
The contractor will provide services for an Army Unit, focusing on exercising individual adaptability and leadership under stress. Key requirements include:
- CAS/ISR Training Support: Replicating overseas combat environments for JTACs and Joint Forward Observers (JFOs).
- Aircraft Operations: Contractor-operated twin-engine aircraft capable of 6 hours continuous flight, equipped with specific communication (VHF, SATCOM/UHF/VHF), navigation systems, FLIR, and ROVER/VDL compatible data links.
- Training Events: Up to 600 hours of DRY CAS/ISR support annually across up to 24-week training events, including CAS Exercise (CASEX), Task Force Training (TFT), and Fire Support Coordination (FSCX).
- Personnel: Qualified, fluent English-speaking US Citizen personnel, including Pilots (PIC), Sensor Operators, Ground Liaison Officers (GLOs), and Maintenance Technicians, meeting specific flight hour, experience, and certification standards.
- Security: Requires a SECRET facility clearance and personnel with SECRET security clearances, as well as access to government networks (SIPRNet, ACCM/FP Network) and a SECRET COMSEC account/key.

Evaluation Factors
Award will be made to the Offeror representing the Best Value to the Government. Evaluation will focus on five main areas, with Technical Capability and Personnel Qualifications being significantly more important than price:
- Technical Capability: Assesses understanding of PWS objectives, aircraft capability, training support plan, mission execution, safety, and quality control.
- Personnel Qualifications: Evaluates key personnel experience, flight hours, military CAS experience (especially with 75th Ranger Regiment or SOF within 18 months), and required clearances.
- Past Performance: Assesses relevance, recency (within 18 months), and quality on similar contracts.
- Management Approach: Evaluates management structure, coordination, scheduling flexibility, and compliance.
- Price: Assesses reasonableness, realism, and completeness.
