This document is a Request for Quotation (RFQ) for JUKI Industrial Sewing Machines, specifically the JUKI LU2216N-7 model. The government is procuring two (2) units of this specific sewing machine, which is a brand-name mandatory requirement due to its specialized, proprietary tooling for large custom applications. The Portsmouth Naval Shipyard already owns and maintains parts for these JUKI units.

• Two (2) JUKI LU2216N-7 Single Needle Long Arm Walking Foot Lockstitch Machines.

• Each machine must include an electronic motor, table, and stand.

• Machines must be individually packaged, crated, and packed to prevent shipping damage, potentially including solid crates or heavy-duty pallets, secured with banding, and packed with solid Styrofoam or pallet wrapping. Cautionary verbiage for handling during transit must be on the exterior.

• The requirement is brand-name mandatory for JUKI.

• FAR Part(s): 12 (commercial) or 13 (non-commercial).

• FOB Terms: Destination or Origin (to be filled in by vendor).

• Government Required Delivery Date (RDD): 8/14/26. Offers meeting or exceeding this date will be considered responsive. Award may be made based on soonest delivery if no offers meet the RDD.

• Quote Due Date: 6/16/2026, 03:00 PM EST.

• Evaluation Criteria: Lowest Price Technically Acceptable (LPTA).

• Quotations will be evaluated for acceptability against specifications. Unacceptable technical submissions will not be considered.

• The Government intends to make an award without discussions.

• Offerors are required to be registered and active in SAM.gov.

• Completed forms, including representations and certifications (e.g., FAR 52.212-3 and Provision 252.204-7016), must be submitted with the quote.

• Set Aside: 100% Small Business Set-Aside (SBSA).

• FSC/NAICS: 3530/333248.

• Size Standard: 750.

• Offerors must indicate their business size (Large, SB, SDB, VOSB, WOSB, EDWOSB, SDOVSB, HUBZONE, 8a).

• Vendors must provide delivered prices (FOB Destination).

• Payment terms are Net 30 after inspection and acceptance. Accepted payment methods are Government Purchase Card (GPC) or Wide Area Workflow (WAWF).

• Final inspection at Destination or Origin (to be filled in by vendor).

• Buy American Act provisions apply if over $10,000.00 (Balance of Payments) or $25,000.00 (Free Trade Agreements).

• Provision 252.204-7016 (Covered Defense Telecommunications Equipment or Services -- Representation) MUST be filled in.
