- Evaluation Criteria: Offers will be evaluated based on Technical Approach, Price, and Past Performance. Award will be made to the offeror representing the best value to the Government, not necessarily the lowest-priced offeror, without conducting tradeoffs.
- Technical Approach: Requires demonstrated understanding of scope, trades, construction techniques, and project management. Must include two relevant construction projects ($2,000,000.00+, completed within 5 years, involving marine construction, bridge, pier, boardwalk, or dock work), a brief narrative, and a Quality Control Plan.
- Past Performance: Based on the two relevant projects submitted, using a completed Past Performance Questionnaire (Attachment 9) or CPARS Evaluation Report.
- Pricing: Must be provided for all individual line items as requested in Attachment 1- JSB SOI.
- Site Visit: Offerors are highly encouraged to attend a site visit on June 24, 2026, at 9:00 AM ET. RSVP to Jalisa.sims@usda.gov. The site visit will begin at 777 S County Road 314A, Ocklawaha, FL, and resume at the Lake George Ranger District Office (17147 East Highway 40, Silver Springs, FL) for viewing the boardwalk. Boots are recommended.
