This solicitation is for the removal of an existing boardwalk system and the construction of a new one at the Ocala National Forest. The new system will use modular, post-on-pin foundations and include specialty structures like overlooks, a kayak launch, and a Pedestrian Truss Bridge.

• Removal of one (1) existing boardwalk system.

• Construction of one (1) new boardwalk system.

• Installation of specialty structures: overlooks, kayak launch, and Pedestrian Truss Bridge.

• Award Type: Anticipated Purchase Order.

• Contract Type: Commercial construction.

• Period of Performance: Work to commence within 10 calendar days after Notice to Proceed (NTP). Entire work to be ready for use not later than 365 calendar days after NTP. This includes final cleanup.

• Performance and Payment Bonds: Required.

• Offer Guarantee: Not required.

• Offer Acceptance Period: 90 calendar days.

• Submission Deadline: August 10, 2026, at 5:00 P.M. ET.

• Evaluation Criteria: Offers will be evaluated based on Technical Approach, Price, and Past Performance. Award will be made to the offeror representing the best value to the Government, not necessarily the lowest-priced offeror. Tradeoffs will not be conducted.

• Technical Approach: Requires a demonstrated understanding of the scope, trades, construction techniques, and project management. Must include two (2) relevant construction projects (valued at $2,000,000.00 or more, completed within the last 5 years, and involving marine construction, bridge, pier, boardwalk, or dock work), a brief narrative of the approach, and a Quality Control Plan.

• Past Performance: Based on the two (2) relevant projects submitted in the Technical Approach, using a completed Past Performance Questionnaire or CPARS Evaluation Report. Ratings will be Acceptable, Neutral, or Unacceptable.

• Pricing: Must be provided for all individual line items as requested in Attachment 1- JSB SOI. Quotations will be evaluated for fairness and reasonableness.

• No specific set-aside is mentioned.

• Offerors are highly encouraged to attend a site visit on June 24, 2026, at 9:00 AM. RSVP to Jalisa.sims@usda.gov.

• Questions regarding the solicitation or protest procedures should be directed to the Contracting Officer (Jalisa Sims).
