Quick Summary
The U.S. Army Installations Command (IMCOM), supported by the U.S. Army Engineering and Support Center, Huntsville (USACE-Huntsville), is soliciting offers for a Bentley Enterprise Public Sector 365 (EPS 365) Enterprise License Subscription (ELS). This acquisition is Unrestricted, with proposals due by March 26, 2026, at 08:00 AM. The contract will be a Firm Fixed Price (FFP) award.

Evaluation
Award will be made to the responsible Offeror whose proposal is most advantageous to the Government, based on an evaluation of Technical and Price factors. Technical proposals will be rated as "Acceptable" or "Unacceptable" based on meeting minimum requirements. Price will be evaluated for fairness and reasonableness. The contract award will be made to a single source using RFO 6.103-1 procedures.
Additional Notes
A Justification and Approval (J&A) document indicates this procurement is justified as "Other Than Full and Open Competition" due to Bentley Systems, Inc. being the sole provider of the proprietary software. The Army has significant existing investment in Bentley products, and transitioning to an alternative platform would incur substantial costs and data loss. Market research, including an RFI and a Notice of Intent to Sole Source, yielded no alternative solutions. Invoicing must comply with FAR 32.905(b) and be submitted monthly via email, not WAWF. A Release of Claims (ROC) is required with the final payment request.
