The National Science Foundation (NSF) is releasing the attached Justification & Approval (J&A) for Other than Full and Open Competition. This J&A leverages the authority of FAR 6.302-3; “Industrial mobilization; engineering, developmental, or research capability; or expert services”.
Consistent with the requirements of FAR 6.305, this J&A is being made publicly available. Comments concerning this J&A may be submitted to the NSF email alias provided as part of this notice.
