Quick Summary
The Department of the Army has issued a Justification & Approval (J&A) for a modification to contract W9127822C0027, extending Operations & Maintenance (O&M) services for the Brooke Army Medical Center (BAMC) at Joint Base San Antonio, Texas. This extension is for four months, from January 29, 2026, to May 28, 2026, to ensure continuous critical services until a new contract can be awarded.
Scope of Work
BAMC is a critical 4M square foot Level I Trauma Center, home to the DoD's Burn Center, Bone Marrow Transplant Center, and Traumatic Brain Injury Research. The O&M services, provided 24/7/365, are essential for keeping the medical center operational and compliant with accreditation requirements. These services include, but are not limited to:
- Emergency system testing
- Preventative maintenance and repair
- Generator testing
- Building automation systems monitoring and inspection/maintenance
- Medical gas inspections/certifications
Contract & Timeline
- Type: Contract Modification (Justification for Other Than Full and Open Competition)
- Original Contract: W9127822C0027, awarded July 29, 2022
- Modification P00030 Awarded: January 27, 2026
- Effective Date of Extension: January 28, 2026
- Extension Period: January 29, 2026, to May 28, 2026 (4 months)
- Estimated Value: Firm Fixed Price (funded with FY26 Defense O&M funding)
- Set-Aside: Not applicable (sole-source justification)
- Product Service Code: Z1DA (Maintenance Of Hospitals And Infirmaries)
Justification
This J&A justifies the extension under 10 USC 3204(a)(2), as implemented by RFO 6.103-2, which allows for sole-source awards when services are available from only one or a limited number of sources, and other options would result in unacceptable delays. The extension is necessary due to delays in awarding a follow-on contract under the Texas Region Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC), caused by factors such as a government shutdown and issues with Project Labor Agreements (PLAs).
Additional Notes
This notice is a justification for an existing contract extension and is not a solicitation for new offers. The award date for the new IDIQ MATOC is anticipated to be March 27, 2026, with full performance beginning May 28, 2026.
