Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial services (Test and Check Out (TACO) Cart) issued under RFO subpart 12.2. It serves as an invitation for bid (IFB) for commercial items. A written solicitation will not be issued separately.

• Provide overarching tool and execution support for the TACO Cart.

• Support includes mobility, data decryption and decoding, shade features, video monitoring, streamlining communication capabilities, and demonstrating a model-based MQ-9 electromagnetic testing integration.

• Provide a remotely controlled cart capable of receiving electromagnetic interference.

• Build the cart, implement applicable hardware, apply IADS software, and integrate with Medium Altitude UAS Division systems (e.g., MQ-9A).

• Base Period: 12 Months After Contract Award.

• Place of Delivery/Performance/Acceptance/FOB Point: Gray Butte Field Airport, Palmdale, CA.

• Submission Deadline: Monday, 1 June 2026, at 1700 hours Eastern Standard Time (EST).

• Questions Deadline: Friday, 22 May 2026, 1200 EST (submit via email).

• Offer Acceptance Period: Offerors must hold prices firm for 60 calendar days from the receipt date.

• Proposal Structure: Quotes must be submitted in three volumes: Executive Summary, Technical Factor (including CMP), and Price.

• Evaluation Basis: Award will be made to the vendor representing the best value, using a Lowest Price Technically Acceptable (LPTA) process. Technical acceptability is required, followed by evaluation of price.

• Technical Evaluation: Rated on an "acceptable" or "unacceptable" basis. The Contract Management Plan (CMP) subfactor must be rated "Acceptable" to demonstrate understanding of scope, complexity, challenges, and personnel involved.

• Price Evaluation: Evaluated for accuracy, completeness, reasonableness, and balance. An extension period (6 months at 50% of base year price) will be added for evaluation purposes (Total Evaluated Price - TEP).

• This acquisition is set-aside for small business concerns.

• The Government reserves the right to cancel this solicitation at any time.

• Offerors are responsible for submitting electronic offers.

• Interchanges may be held, but the Government reserves the right to award based on initial submissions without interchanges.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for the development, production, and deployment of a Test And Check Out (TACO) Cart. The primary goal is to provide a safer and more efficient developmental testing environment during telemetry testing for the MQ-9 Medium Altitude Unmanned Aircraft Systems Division.

The Contractor shall provide execution support for the TACO Cart, encompassing:

• Mobility: A transportable, rugged, and weatherproof cart designed for smooth movement to and from the flight line, with features for shade and convenient access.

• Data Decryption and Decoding: Ability to receive, decode, and display test article data in a human-readable, engineering-unit format.

• Temperature Control: Shelter to protect equipment from ambient temperatures (15°F to 120°F) and maintain internal equipment temperature.

• Communication Capabilities: Configurable onboard recording system for PCM, MIL-STD-1553, and ARINC 429 data, along with UHF receive/transmit capability.

• Hardware Integration: Procurement and integration of telemetry receiver, data recording system, antennas, spectrum analyzer, rackmount computer, display, decommutator card, and UPS.

• System Integration: Adherence to interface standards for integration with Medium Altitude UAS Division systems.

• Technical Documentation: Development and delivery of a Technical Data Package (TDP).

• Configuration Management: Employing a simplified CM approach for commercial items.

• Program Management: Establishing and maintaining an Integrated Master Schedule (IMS), managing subcontractors, and participating in joint IPT meetings.

• Cybersecurity: Developing documentation and artifacts to support assessment and authorization, including RMF artifacts and security assessments.

• Telemetry Measurement: System must support ARTM waveforms and encoding (CPM, STC, LDPC).

• Quality Assurance: Maintain a quality management system certified to AS9100 or ISO 9001.

• Counterfeit Parts Control: Adherence to SAE Standard AS5553.

• Safety Engineering: Establishment of a system safety program in accordance with MIL-STD-882E.

• Factory Acceptance Test (FAT): Conducted prior to delivery to verify system functionality.

• Site Acceptance Test (SAT): Conducted by the Government after delivery.

• Period of Performance (PoP): Not to exceed 12 months from contract award to delivery of the TACO Cart to the user at Grey Butte.

• The TACO Cart must be a transportable platform, maneuverable on the flight line, and designed for telemetry measurement and operations within an electromagnetic interference environment.

• Responsibilities include building the cart, implementing all applicable hardware, installing the IADS software, and integrating with Medium Altitude UAS Division systems.

• Mobility: Easily maneuverable, rugged, weatherproof cart with a work surface and adequate illumination.

This document is a Justification for an Exception to Fair Opportunity (FOE) to procure the production, modernization, and sustainment of the Speed Loader Agile Pod (SLAP) for the United States Special Operations Command (USSOCOM). The acquisition is being made under the Eglin Wide Agile Acquisition Contract (EWAAC) IDIQ.

• Production of 40 SLAP pods.

• Procurement of ancillary materials, spares, and shipping containers.

• Establishment of a depot-level (D-Level) capability for pod repair.

• Routine Research, Development, Test, and Evaluation (RDT&E) for integration of new technologies and enhancements to improve performance, reliability, maintainability, and cost efficiency.

This document is a justification for an exception to fair opportunity, not a solicitation for proposals. The rationale for the exception is that only one vendor, Systima Technologies Inc., is capable of providing the unique and highly specialized SLAP system.

This action is being awarded under an existing Multiple Award IDIQ contract (EWAAC). A Sources Sought notice was issued, and only Systima responded.

• The SLAP system is a unique and specialized design developed through prior government investment and efforts.
• The government has invested significant funding and time in the development of SLAP, and transitioning to another vendor would require substantial time and expense.
• USSOCOM will continue to monitor industry and emerging technologies through events like SOF Week to promote future competition.
