Quick Summary
The United States Census Bureau (USCB) is conducting market research through a Sources Sought Notice (SSN) to identify potential sources for Commercial Data and Commercial Datasets. This effort aims to inform future acquisition strategies for various commercial data types and specifically addresses a near-term requirement for commercial voter registration data. Responses are due by March 24, 2026, at 3:00 PM EST.
Purpose & Background
The USCB requires this market research to support its mandate to acquire and utilize administrative records and third-party data, enhancing the efficiency and quality of censuses and surveys, including the 2030 Census. The Bureau seeks to establish enterprise-wide vehicles for commercial data acquisition to streamline processes, reduce duplication, and maximize value. This SSN is for market research purposes only and is not a solicitation for a contract award.
Scope of Interest
The USCB is interested in commercially available data across general subject areas detailed in Attachment 01 - Data Matrix, which includes categories such as Address-Level Housing, Geographic, Contact Information, Education, Voter Registration, and various Business-level data. The Bureau is specifically seeking companies that produce and maintain commercial datasets, not firms offering data analysis, data science, or staffing services.
Requested Information
Interested companies should submit responses in two parts:
- Part A – Commercial Data Requirements: Provide a company overview (name, UEI, contacts, contract vehicles), describe data delivery capabilities and experience (completing Attachment 01 - Data Matrix), and offer recommendations on enterprise acquisition strategies (e.g., direct vs. broker, pricing, licensing, privacy, data quality).
- Part B - Upcoming Opportunities - Voter Registration Data Acquisition: Indicate capability to meet the requirements outlined in Attachment 02 - DRAFT VOTER REGISTRATION DATA TECHNICAL REQUIREMENTS. Vendors must ensure that any voter activity data revealing party affiliation or specific voting choices is removed prior to delivery. Feedback on draft requirements and potential risks is also requested.
Submission Details
- Deadline: Tuesday, March 24, 2026, by 03:00 PM EST.
- Format: Microsoft Word or Office-compatible, limited to 12 pages.
- Submission: Via email to Kristina Hartman (kristina.d.hartman@census.gov) and Harjot Kaur.
- Proprietary Information: Must be minimized and clearly marked.
Additional Notes
While this SSN focuses on future acquisitions and voter registration data, the USCB has previously issued a sole-source justification for "Places and Spend Commercial Data" from SafeGraph, LLC, citing urgency due to a government shutdown and unique vendor capabilities. This highlights the Bureau's ongoing need for diverse commercial data to support its economic indicators and statistical products.
