Quick Summary

The 414th Contracting Support Brigade (CSB), Regional Contracting Office (RCO), Vicenza, Italy, has published a Justification for Other than Full and Open Competition (J&A) to increase the ceiling of the existing Vicenza Military Community (VMC) Construction Multiple Award Task Order Contract (MATOC). This action modifies seven Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts to address urgent construction requirements. This is a justification notice, not a solicitation for new offers.

Scope of Change

This J&A requests a modification to increase the total capacity of the five-year VMC construction MATOC IDIQ Contracts by $9 million, raising the total revised ceiling to $29 million. The original ordering period (November 8, 2023 - November 7, 2028) remains unchanged.

Justification for Urgency

The increase is justified under FAR 6.302-2(a)(2) "Unusual and Compelling Urgency" to prevent damage to structures or their contents. Specific urgent requirements include:

  • Repair of a failing sewer line.
  • Replacement of obsolete Medium Voltage Sulfur Hexafluoride (SF6) breakers.
  • Repairs to failing Heating, Ventilation, and Air Conditioning (HVAC) systems in two buildings.
  • Roof repairs for two buildings.
  • Perimeter fence repairs.

Utilizing the existing MATOC allows task orders to be awarded in approximately 60 days, significantly faster than the estimated 120 days for stand-alone contracts, which is critical for these urgent needs.
