Quick Summary
The Department of Defense Education Activity (DoDEA) has issued a Presolicitation for an 8(a) Sole Source bridge action to acquire K-1 Reading Intervention Resources. This action aims to maintain continuity of instruction for approximately 11,000 K-1 students and 120 reading specialists. The incumbent, Benchmark Education Company, is fully integrated into DoDEA's instructional framework, and market research identified no other capable sources. A full and open competition is planned for FY27.
Scope of Work
The requirement is for 100% digital, commercial-off-the-shelf (COTS) K-1 reading intervention resources. These resources must be correlated to College and Career Ready Standards (CCRS)-Literacy and enhance student engagement, reading volume, fluency, and comprehension. Key components include:
- Student Resources: Digital literacy materials such as eBooks with audio, instructional videos, and a balance of fiction/non-fiction, focusing on foundational skills, spelling, high-frequency words, vocabulary, and culturally responsive content.
- Specialist & Assessment Resources: Digital teacher guides, strategies for literacy growth, and digital assessments (diagnostic, formative, benchmark) to measure progress and differentiate instruction.
Performance Standards & Technical Requirements
Resources must be available 24/7/365 with minimal downtime. Technical support must acknowledge requests within two hours and resolve 90% within one business day. Content must be regularly updated, Section 508 compliant, and compatible with DoDEA's Learning Management System (Schoology), Google Classroom, and ClassLink single sign-on. Integration via IMS content packaging and LTI standards is required, with third-party software meeting FedRAMP Level 2 standards. Data centers must be located in the United States, and Personally Identifiable Information (PII) handled securely.

Background & Justification
Market research conducted from December 2025 through February 2026 did not identify any other sources capable of providing the required K-1 Reading Intervention Resources.
