This is a sole-source determination, indicating a solicitation will be issued directly to SETDA (State Educational Technology Directors Association) as the only authorized seller.

This is a sole-source acquisition based on FAR 13 (≤SAT) and 10 U.S.C. 3204 (a) (1) - Only One Responsible Source.

• Market research was conducted to identify organizations focused on K-12 educational technology leadership or digital learning leadership.
• SETDA was identified as the only organization meeting DoWEA's specific requirements for state-level educational technology leaders.
• Other organizations reviewed (e.g., CoSN, ISTE, Digital Promise, Future Ready Schools) were found to focus on different target audiences or scopes.
• The contracting officer has determined that SETDA is the only source reasonably available and that the anticipated cost will be fair and reasonable.

Notice of Intent to Sole Source

This document is a pre-solicitation synopsis announcing the Department of War Education Activity's (DoWEA) intent to award a firm-fixed-price commercial services purchase order on a non-competitive, sole-source basis to the State Educational Technology Directors Association (SETDA). The purpose is to procure membership services to ensure continuity of critical education technology leadership, collaboration, and policy support.

• Membership in SETDA with all associated rights and privileges for state-level educational technology leaders.

• Inclusion of up to ten DoWEA staff members per year.

• Two complimentary registrations to the annual SETDA Leadership Summit per year.

• Industry-standard technical support for digital resources via telephone or email within one business day for the life of the contract.

• Contract Type: Firm-fixed-price commercial services purchase order.

• Period of Performance: 5 years, from September 1, 2026, through August 31, 2031 (one base year and four option years).

• NAICS Code: 813920 (National Organization Membership).

• Size Standard: $23,500,000.

• This is a notice of intent, not a request for competitive proposals. However, interested parties may identify their interest and capability.

• Responses must include unit price, list price, delivery period after award, prompt payment discount terms, F.O.B. Point, Unique Entity Identifier (UEI), Taxpayer Identification Number (TIN), and business size certification.

• All offerors must have an active registration in SAM.gov.

• Responses are due by May 15, 2026, 12:00 PM ET.

• This acquisition is being conducted on a sole-source basis.

• The government reserves the right to determine whether to proceed on a non-competitive basis or to conduct a competitive procurement.
