This pre-solicitation notice serves as a synopsis and is posted in accordance with FAR subpart 5.2, Synopses of Proposed Contract Actions. This is not a solicitation. Offerors shall not submit a proposal until the solicitation is posted to www.SAM.gov.
The Department of Defense Education Activity (DoDEA) has the following requirements:
DoDEA requires commercial-off-the-shelf (COTS) research-based student and classroom instructional resources and classroom lab kits for grades K-5, including a subscription for digital resources and an assessment system, that are based on the College and Career Ready Standards for Science (CCRSS).
The applicable North American Industry Classification System (NAICS) code is 513130 (Book Publishers), and the applicable PSC is 7610 (Books and Pamphlets). Interested parties must be registered under the NAICS code in the System for Award Management (SAM) prior to submitting their proposal.
DoDEA intends to issue solicitation No. HE125426RE010 in support of this requirement. This requirement will be procured using FAR Parts 12, Acquisition of Commercial Products and Commercial and Services, and Part 15, Contracting by Negotiation. This requirement will be competed as unrestricted under full and open competition.
The anticipated award contract type is a Firm-Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) contract. DoDEA anticipates making an award to procure K-5 Science instructional resources for students (print and digital) and teachers (print and digital) for a 5-year base period and five 1-year option periods to include related professional learning and technical support.
The anticipated posting date of the solicitation is on or about 12/20/2025 and an award date on or about 03/06/2026.
