Justification for Sole Source
The government intends to award this contract non-competitively to Telonics, Inc., the original equipment manufacturer (OEM). This decision is based on Telonics being the only vendor capable of refurbishing these specific GPS collars. Using Telonics ensures compatibility with existing Iridium data transmission services, maintains data format consistency for ongoing studies, and avoids substantial duplication of costs, retraining staff, or modifying data processing systems, which would lead to unacceptable delays. The acquisition will be conducted under FAR 13.106-1(b) using simplified acquisition procedures for a commercial item procurement.
