K-Span Building in a Box (BiB) Kits

Sources Sought Notice

This notice is for market research purposes to identify firms capable of providing K-Span Building in a Box (BiB) kits for the Air Force Civil Engineer Center. The government is exploring acquisition strategies, potentially including an indefinite delivery indefinite quantity (IDIQ) contract.

• Firms capable of providing specific M.I.C Industries BiB packages as detailed in the draft SOW (dated 19 Dec 2025).
• Firms capable of providing equivalent construction materials that meet the same ASTM standards, offer the same functionalities, and are compatible with M.I.C. Industries 120/240 Ultimate Building Machines (UBM) equipment.
• Shipping/delivery to both Continental United States (CONUS) and Outside Continental United States (OCONUS) locations.

Prospective contractors must be registered in SAM.gov. Interested firms should submit a capability statement addressing:

• Business name, address, and point of contact (phone, email).

• CAGE Code and Unique Entity ID.

• Whether the requirement aligns with typical commercial market offerings.

• Recommended alternative NAICS codes with justification.

• Business type (large, small, 8(a), HUBZone, WOSB, VOSB, SDVOSB) based on NAICS 332312.

• Proposed contracting approach (prime, prime with subs, joint venture).

• Capability to provide M.I.C. Industries BiB packages or equivalent materials, including details on ASTM standards and UBM compatibility.

• Quantity of BiBs producible in 12 months and typical lead time.

• Past performance on similar projects (last 3 years), including government contracts with details.

• Availability on GSA Schedule or other government contracts.

• Compliance with DFAR 252.225-7007 and FAR 52.204-25 regarding prohibited parts.

• Responses must be received by: February 12, 2025, at 9:00 AM Central Time.

• This is NOT a Request for Proposal (RFP); no contract will be awarded based on this notice.

• No reimbursement for costs incurred in preparing responses.

• No evaluation letters or results will be issued.

• The government does not intend to rank submittals or provide replies.

• NAICS code: 332312 (Fabricated Structural Metal Manufacturing), size standard: 500 employees.

• Capability statements are limited to 15 pages.

Statement of Work (SOW) / Performance Work Statement (PWS)

The objective is to provide complete Building in a Box (BiB) kits compatible with M.I.C. Industries brand Ultimate Building Machines (UBM) for the rapid construction of K-Span structures. These structures are used as operational facilities or for material storage in CONUS and OCONUS locations, where time is critical.

• Supply, transport, deliver, and offload required BiB kit materials in various configurations.

• Offload materials from shipping trucks/containers at destinations and deliver to final installation locations as specified in each Delivery Order (DO).

• BiB kit specifications are detailed in the appendices.

• Government may conduct on-site inspections at the contractor's site or other agreed locations prior to shipment.

• Weekly Status Reports are required per DO, detailing shipped, delivered, and delivery schedules. The first report is due seven (7) calendar days After Receipt of Order (ARO), and subsequent reports are due by 1200 CST every Monday until all deliveries are complete.

• Work commences immediately After Receipt of Order (ARO) for each DO.

• Deliveries are to Main Operating Base (MOB) or Forward Operating Base (FOB) destinations.

• Contractor is responsible for packaging and shipping techniques to prevent damage during land, sea, or air transport.

• Contractor is responsible for costs associated with shipping damage, including on-site repairs or replacements.

• Contractor shall load all materials at origin and offload at each destination (door-to-door).

• Contractor must contact the applicable installation Point of Contact (POC) prior to shipment to verify delivery address and provide formal notification.

• Contractor must provide the Government with all automated tracking information from shipping agencies.

• Shipping costs are firm fixed pricing.

Appendices A, B, C, and D detail the specifications for galvanized steel coils (ASTM A 653-20, Grade 50) in different colors (COLONIAL RED and CREAM TAN) and widths, along with a comprehensive list of components for the BiB kits, including base angles, pipes, doors, louvers, ventilators, overhead doors, fasteners, insulation, and tape.
