Notice of Intent to Award a Sole Source

This document is a Notice of Intent (NOI) to award a sole source contract for the relocation of T-Mobile Equipment. It is not a solicitation or request for proposals, and no solicitation package is available. The government believes only one responsible source can satisfy the agency's requirements.

Statement of Work (SOW) / Performance Work Statement (PWS)

To facilitate the EHRM Infrastructure upgrades project at Audie L. Murphy VAMC, this SOW details the requirements for removing and relocating T-Mobile owned equipment from IT closet walls. This work is necessary for wall demolition, relocation, and fitting with fire-retardant plywood, or to coordinate with other utilities.

• The Contractor shall provide all labor, materials, tools, supervision, and services to remove and relocate T-Mobile equipment in approximately 9 rooms.

• Coordination with the COR for exact placement of relocated equipment is required to avoid interference with other construction work.

• Rooms involved include #’s 030, J104, A200, 238, S101, H031, 105, D320, and 020 across multiple buildings.

• Work includes careful coordination with the COR and EHRM general contractor, temporary relocation, remounting, electrical bonding, and electrical/architectural work.

• Contractor must field verify all quantities and report discrepancies.

• Subcontractors must be coordinated to ensure quality, timely delivery, and final product documentation (O&M manuals, As-Built drawings, permits, testing, commissioning).

• Contractor is responsible for temporary installation and repair of all utilities and controls (telephone, data, electrical, etc.) before disabling systems, coordinating with the COR at least 10 working days in advance.

• All work must comply with VA Master Specifications, city, county, state, federal regulations, OSHA standards, and Infection Control Risk Assessment (ICRA) requirements.

• Debris removal requires covered, locked dumpsters labeled with project information. Recycling of debris is encouraged.

• Any damage to items during removal is the contractor's responsibility to replace.

• The period of performance coincides with the EHRM Infrastructure Upgrades contract completion date of 07/22/2027.

• Site visits and exact dates to be coordinated with the COR.

• Project acceptance occurs upon reinstallation and verification of all relocated T-Mobile equipment being active.

• Work hours are typically 8:00 AM - 4:30 PM, Monday-Friday. After-hours or weekend work requires a written request at least five (5) working days in advance.

• Exterior on-site staging is not provided; only dumpsters are allowed for debris.

• Security: Contractors must wear security badges at all times. Access to VA computers or online resources is prohibited. Memory storage devices must remain in VA control.

• Health & Safety: Contractors must provide TB screening certification (less than one year old) and OSHA 10-hour training (30-hour for safety manager/superintendent). PPE is required.

• Infection Control: All personnel must attend annual Infection Prevention training and display a current IC training sticker. Dust covers for smoke detectors are required during work. Fire watch is required for impairments over 4 hours. Seasonal influenza vaccination is required for Health Care Personnel (HCP).

• Confidentiality: Contractor shall not disclose any government information without written approval from the Contracting Officer. All deliverables are the exclusive property of the U.S. Government.

• Records Management: Contractor must comply with all applicable records management laws and regulations. Federal records must be managed according to NARA policies. Destruction of records is prohibited without written concurrence.

• Parking: No contractor parking is allowed on the VA campus except for material loading/unloading. Vehicles parked improperly will be cited and banned.

• Housekeeping: Work areas must be cleaned daily. No items are to remain on site overnight.

• False Alarms: Contractor is responsible for fire department response fees for false alarms caused by their work.

• Smoking: Strictly prohibited in all Government facilities.

• Elevator Use: Patients have priority. Contractors must not ride elevators with patients in beds or food service trays.
