Quick Summary
The Department of Veterans Affairs (VA) is soliciting proposals for a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside contract to upgrade the fire alarm system at the Crescent House Transitional Residence Program in Lowell, MA. This project involves replacing the existing Edwards EST3 system with a modernized Edwards EST4 system. Proposals are due by May 6, 2026.
Scope of Work
The contractor will replace the current fire alarm control panel and internal components with an Edwards EST4 system, including a new remote annunciator in the main office. Specific fire alarm devices in Apartment 110 (smoke detectors, pull stations, horn-strobes) and system batteries will also be replaced. The project requires updating all programming to eliminate warnings, alerts, troubles, or faults, and troubleshooting/repairing wiring, hardware, and software issues, with up to 10 hours allocated for this. Existing NAC circuits must be connected to the new system. Compliance with NFPA 72, VA Fire Protection Design Manual, and local AHJ requirements is mandatory. The system is confirmed to be a Horn Strobe system, not Speaker Strobe, and only Edwards EST4 panels are acceptable to maintain uniformity across VA sites. The one-year warranty applies only to components replaced, installed, or reused by the contractor.
