This pricing template is crucial for bidders to understand the structure of the pricing submission. Bidders must complete the Unit Price and Total Price fields for each CLIN to accurately reflect their proposed costs for the Base Period and all Option Periods. Failure to complete this template correctly may impact proposal evaluation.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide qualified, background-checked civilian role players to support K-9 detection training operations for the Pentagon Force Protection Agency (PFPA) Special Operations Branch K-9 Unit. The goal is to simulate realistic training scenarios to maintain the readiness and proficiency of K-9 teams.

• Provide 4-6 role players per training session, with up to 4 sessions per week.

• Role players will simulate bystanders, individuals carrying scent aids, and passersby in high-foot-traffic simulations.

• The Government will provide training aids and script instructions.

• Role players will not require security clearances but must pass PFPA background checks.

• Role players must be able to walk or stand for up to 4 hours, traverse uneven terrain, and enter/exit simulated buildings.

• Role players must wear civilian, non-branded, loose-fitting clothing suitable for indoor/outdoor environments and avoid military, law enforcement, or identifiable insignia.

• Role players must receive PFPA-developed scenario scripts and behavioral cues, and be equipped with cell phones for real-time updates.

• Contractor must maintain a flexible and scalable role player team to meet weekly scheduling needs.

• Role players must vary in age, gender, race, and appearance, with a rotating pool to prevent scent memorization or behavioral patterning.

• All personnel must pass a PFPA-approved Tier 1 background check.

• Staffing rosters must include sufficient backup personnel (at least 2 standby per session).

• Contractor must notify PFPA of any staffing shortages at least 24 hours in advance.

• Role players must arrive no later than 30 minutes before each session.

• Monthly reports required, including attendance logs, diversity trackers, post-session activity reports, and incident reports.

• Role players must be briefed on proper behavior, including non-engagement with K-9s unless instructed, and maintain signed acknowledgment forms.

• Period of Performance: Base Year (12 months from contract award) with four (4) 12-month option periods.

• Place of Performance: National Capital Region (NCR), including Pentagon Reservation, Mark Center, and nearby federal sites.

• Background Checks: PFPA-approved Tier 1 background check required for all role players.

• Attire: Neutral, non-branded, civilian clothing. No logos, slogans, uniforms, or graphic designs.

• Communication: Role players must have functioning cell phones for real-time instructions.

• Non-Disclosure: Role players and contractor staff must sign a PFPA-approved confidentiality or non-disclosure agreement.

• Emergency Preparedness: Role players must be physically capable of participating without posing a risk.

• Personnel Substitution: Maintain a reserve pool of eligible, cleared role players for timely substitutions.

• On-Site Contractor Representative: An on-site supervisor must be assigned to every training session.

• Government-Furnished Equipment (GFE)/Information (GFI): PFPA will provide training aids, logistical coordination, and scenario scripts. The Government will not furnish equipment, transportation, or attire. Role players must bring their own communication devices.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, specifically K9 Detection (Role Player) Support Services, for the Washington Headquarters Services (WHS) on behalf of the Pentagon Force Protection Agency (PFPA) Special Operations Branch. The government is procuring services to support K-9 training scenarios.

• Provide 4-6 role players per training session, 4 sessions per week.

• Role players will simulate bystanders, individuals carrying scent aids, and passersby in high-foot-traffic simulations.

• The government will provide training aids and script instructions.

• Role players will not require security clearances but must pass PFPA background checks.

• Services to be provided in accordance with the Statement of Work (SOW) (Attachment 1).

• Evaluation Factors: Technical and Price. The technical evaluation will assess the adequacy of the approach to providing the services, including recruitment, management, and background checks. The price must be fair and reasonable.

• Quote Volume Requirements:

  • Volume I (Administration): Cover sheet with required contact information, Tax ID, CAGE CODE, SAM Unique Entity ID, and statement of quote validity (min 120 days).
  • Volume II (Technical): Technical narrative detailing capability to fulfill SOW, including recruitment, management, and background check processes.
  • Volume III (Price): Completed Pricing Template Excel Spreadsheet (Attachment 2).
