Statement of Work (SOW) / Performance Work Statement (PWS)

To install and program Dormakaba RFID keyless entry locks and systems in Building 1690 at Joint Base Andrews, replacing existing locks without damaging current structures.

• Removal of Existing Locks: Remove all existing entry locks, ensuring no damage to doors, frames, or surrounding surfaces. Dispose of all hardware and debris off-base according to regulations.

• Installation of RFID Locks: Install RFID RT Plus Locks and Kaba Lock Trim Plates on both sides of each door. Locks must be securely installed, operate properly, be level, uniform, and free of defects. A functional check is required for each lock. No damage to government property is permitted.

• Programming of RFID Locks: Program all locks to modify Ambiance with lock and key design for new access points. Update the Ambiance software on the existing standalone desktop computer. Ensure the system operates correctly with both new and existing locks.

• Familiarization: Provide orientation for dormitory staff on the use of the new equipment.

• Performance must be in accordance with all applicable laws, standards, instructions, executive orders, commercial practices, and PWS requirements.

• Installed products must present a clean and professional appearance consistent with Air Force dormitory standards.

• Hours of Operation: 6:00 A.M. – 3:30 P.M., Monday through Friday, excluding Federal holidays.

• Location: Building 1690, Joint Base Andrews.

• Government Furnished Property (GFP): None. The government will not provide equipment, fuel, personnel, utilities, or facilities.

• Security: All contractor personnel must abide by installation security regulations. U.S. citizenship or appropriate work authorization (Green Card, Work Visa, etc.) is required for personnel. A valid State driver's license is required for driving on base.

• Weapons & Controlled Substances: Weapons and illegal controlled substances are strictly prohibited on Joint Base Andrews. Specific lists of prohibited items are provided.

• Assumptions: Each door has one entry lock, rooms will be accessible as scheduled, contractor provides all materials, work occurs during normal duty hours (0800-1600), and no significant obstructions are anticipated.

• Building 1690 Lock Count: 127 locks (including common areas).

• Product: Dormakaba RT Plus door locks (Part Numbers: 79PS016T1KL30-626 and KR30-626) with Kaba Lock Trim Plates (Part Number: 061-510799-630).
• Physical Characteristics: Requires a Standard ADB Mortise 1-1/4” (32 mm) face plate with a deadbolt (non-handed) and a Lori Type Cylinder with a Long/Long Lever. The color must be Satin Chrome.
• Compatibility: Locks must be compatible with the existing Dormakaba Dormitory Campus System and programmable via the Ambiance System for key issuance and new access points. The contractor's installer must be Dormakaba certified for the specified lock types.
• Durability: Must match the durability of existing RT Plus locks.
• Functions: Includes removal of existing locks, installation of new locks, provision of all necessary hardware and equipment, and programming of locks to operate with Community software. Services to add new rooms to the kiosk are also required.
