This document provides clarifications and answers to vendor questions regarding the solicitation for portable light sets.

• Illumination Criteria: Confirmation is sought regarding the required illumination parameters for the stated 9,200 m² coverage, specifically the minimum lux level and measurement methodology. The government may determine these parameters from spec sheets of similar commercially available units used on previous projects.
• Evaluation of Enhanced Solutions: The document clarifies that solutions exceeding minimum requirements (e.g., higher lumen output, increased coverage, or higher alternator capacity) will be evaluated favorably as "most advantageous to the government," subject to technical evaluation and end-user approval.
• Trailer Configuration: The acceptability of a road-legal trailer with a homologated towing configuration is confirmed, provided it ensures compact transport dimensions, even if the drawbar is not explicitly foldable but functionally equivalent. Trailers are expected to include all lighting and items to be road-legal. Folding hitches are preferred for their ability to allow multiple units to be shipped with minimal space impact.

These clarifications may impact how bidders define their illumination parameters, present enhanced solutions, and configure their trailer designs. Bidders should ensure their proposals address these points to align with the government's expectations and evaluation criteria.

Presolicitation Notice

This notice announces the government's intent to procure "Portable Light Towers." Funds are available for this effort, and an award will be made based on acceptable and conforming offers. The government reserves the right to cancel the solicitation.

• Four (4) mobile, diesel-powered, trailer-mounted lighting systems.

• Each system must have four or more high-efficiency 320W LED floodlights.

• Minimum total luminous flux of over 211,000 lumens.

• Illumination area of at least 9,200 square meters.

• Hydraulic vertical mast with approximately 340-degree rotation capability.

• Integrated alternator providing at least 4.2kVA at 240V for auxiliary power.

• External 16A outlet socket.

• Mounted on a road-ready trailer with a foldable drawbar.

• Anticipated award date: 08 May 2026.

• This is a presolicitation notice; a formal solicitation will be issued later.

• Interested offerors are encouraged to provide a tech sheet and/or photos of the item they intend to quote.

• Evaluation of commercial items will be utilized using the "most advantageous to the government" standard.

• No set-aside will be used due to the overseas location.
