This is a combined synopsis/solicitation (Request for Quotation - RFQ) for commercial products and services. The government is procuring approximately 200 tons of gravel for Kalaupapa National Historic Park. This announcement constitutes the sole solicitation, and written quotes are requested.

• Furnish and deliver 200 tons of gravel (3/4-inch and 12-inch HDOT base course gravel).

• Provide all supervision, labor, materials, and equipment necessary for the delivery.

• The delivery location is Kalaupapa National Park, Island of Molokai, HI.

• The anticipated performance start date is on or before August 31, 2026.

• The contract type is anticipated to be a Firm-Fixed Price.

• The period of performance will be determined upon contract award.

• The solicitation is a Total Small Business Set-Aside.

• NAICS Code: 212321 (Gravel and Sand Mining).

• Size Standard: 500 employees.

• Quotes are due by 05:00 PM HT on June 11, 2026.

• All quotes must be emailed to Christie Tapp at christine_tapp@ios.doi.gov.

• Offers will be evaluated based on Price, Technical (ability to meet requirements), and Past Performance.

• Quoted pricing must be valid for at least 60 days.

• An active SAM.gov registration is required at the time of quote submission.

• This acquisition is a 100% Total Small Business Set-Aside.

• The solicitation includes FAR clauses and provisions incorporated by reference and in full text.

• Offerors must complete SF 1449 and provide requested information, including cut sheets, past performance, and responses to specific prompts regarding project completion and subcontracting plans.

• The following documents are attached: Statement of Work - KALA FY26 Bulk Diesel Fuel, APPENDIX A – Instructions for Application and Liability Waiver, and APPENDIX B – FIFRA 24(c) Special Local Need Label (SLN) for Profume ® Gas Fumigant.

Statement of Work (SOW)

To procure and deliver treated (fumigated) bulk gravel material to Kalaupapa National Historical Park (KALA) in Molokai, Hawaii, for roadway maintenance and spot repairs.

• Furnish and deliver 100 tons of 3/4-inch HDOT base course gravel and 100 tons of 1½-inch HDOT base course gravel.

• Transport gravel in super dump trucks, end-dump trailers, or approved dump containers via a once-yearly barge sailing between Honolulu and Kalaupapa.

• Contractor shall provide all labor, travel, transportation, quarry coordination, staging, materials, fumigation, supervision, licensing, and equipment.

• All vehicles and containers must be cleaned and free from invasive pests prior to loading and transport.

• Fumigate all gravel using a licensed Category 7E certified applicator and ProFume® gas fumigant, adhering to specific fumigation management plans and monitoring requirements.

• Deliver treated gravel to designated locations within Kalaupapa.

• Services to be performed in conjunction with the NPS's annual barge sailing in July or August.

• Delivery locations within Kalaupapa are within six (6) miles of the Kalaupapa Pier.

• Strict adherence to invasive species prevention requirements (CRB, coqui frogs, etc.).

• Compliance with Hawaii Department of Agriculture and Biosecurity (HDAB) regulations and a one-time exemption for treated gravel transport.

• Vehicles must not exceed 30 feet in total length.

• Contractor must provide all necessary personal protective equipment (PPE).

• Contractor personnel must be self-sufficient for food, beverages, and personal provisions.

• All waste generated by Contractor personnel must be removed from Kalaupapa.

• Contractor is responsible for all travel logistics, including potential chartering of aircraft for personnel.

• Government will provide barge transportation, ground transportation within Kalaupapa, and access to water and restrooms.

• Dosage Calculation: Requires the use of the Fumiguide® program for ProFume. Maximum concentration can exceed 128 oz/1000 cu ft, and maximum target dosage can exceed 1500 oz-h/1000 cu ft.
• Commodities Treated: Non-edible commodities such as wood chips, mulch, compost, host trees, and erosion socks containing organic matter for export and interisland movement.
• Expiration: This SLN label expires on May 20, 2030.
