Scope of Work

  • Objective: Purchase and deliver up to 2,000 gallons of Ultra Low Sulfur Diesel (red dyed, off-road) fuel.
  • Delivery Process: Fuel must be delivered to Young Brothers (YB) Piers 39/40 in Honolulu on a scheduled date between July and August 2026. A qualified fuel truck operator will then transport and dispense the fuel into NPS-owned above-ground tanks at two designated locations within Kalaupapa National Historical Park (Pump House and Facility Management).
  • Contractor Responsibilities: Provide all supervision, labor, materials, equipment, permits, licenses, and insurance. This includes arranging travel for truck operators to Kalaupapa to arrive by 9:30 a.m. on barge day, retrieving fuel trucks from the pier, delivering fuel, and returning trucks for the return barge.
  • Truck Requirements: Fuel trucks must be tandem-axle, not exceeding 30 feet in overall length. Specifications (GVWR, dimensions, VIN, license plate, color) are required post-award.
  • Personnel Requirements: Operators must comply with park regulations, present a professional appearance, be sponsored for entry, and be responsible for their own food/provisions. Children under 16 are not permitted.
